The Baltimore Metropolitan Council (BMC) seeks qualified and experienced developers to apply for affordable housing subsidies for new construction, substantial rehabilitation, or existing housing through the Baltimore Regional Project-Based Voucher (PBV) Program.
This request for proposals (RFP) contains two new requirements from previous rounds: a minimum threshold of jobs within 10 miles and a new required reserve to fund mobility counseling for PBV unit residents. BMC hosted a virtual pre-proposal information session for interested parties on Monday, June 30 at 11 am. The slide presentation and attendee list are posted on the right. Proposals will be evaluated on a rolling basis, but must be received by BMC no later than November 14, 2025 by 2 p.m. Award decisions will be made on a rolling basis until December 19, 2025.
