The Baltimore Metropolitan Council (BMC) is soliciting proposals from qualified firm(s) or organization(s) for professional services to establish a process for further integrating standalone bicycle and pedestrian projects into the Long-Range Transportation Plan (LRTP). This will include development of a robust scoring process for these projects as well as policy recommendations related to incorporating and funding standalone bicycle and pedestrian projects and programs in the LRTP.
The current LRTP for the Baltimore region, Resilience 2050, includes a list of planned major capital projects to be supported with federal funding. Projects for the LRTP are submitted by local jurisdictions and state agencies and then scored based on an adopted scoring methodology.
The current scoring methodology for roadway and transit projects is not suitable for scoring standalone bicycle and pedestrian projects. This project would develop a scoring methodology focused on bicycle and pedestrian projects along with the methods required for scoring each element of the criteria. The project will also include an exploration of policy questions relevant to further incorporating these projects into the LRTP and a peer review of practices at other Metropolitan Planning Organizations.
Proposals must be received by BMC no later than Tuesday, June 3, 2025 by 2 p.m.
