The Baltimore Metropolitan Council (BMC) is soliciting proposals from qualified firm(s) or organization(s) for professional services to provide short-term consultant services to local member jurisdictions for small planning projects that either improve access to existing communities and regional generators of economic activity or promote mixed-use, walkable communities and that support a variety of transportation alternatives.
The TLC program will provide support in the form of an annual competitive grant available to interested members of the Baltimore Regional Transportation Board member local governments. Member jurisdictions will compete for available resources by application, offering their concept and preliminary planning projects or preliminary design efforts (up to 30% design is eligible) intended to improve the quality of life for residents in the region through enhanced transportation access and mobility, better air quality, and improved economic opportunities to be judged and awarded access to the professional services we now seek. The selected consultant firm (s) will then complete the projects in consultation with the grantee and BMC.
As identified in the UPWP, this program is anticipated to be offered in future years by BMC. Qualifications must be received by BMC no later than Tuesday, June 3, 2025 by 2 p.m.
