Baltimore Regional Project-Based Voucher (PBV) Program
The Baltimore Metropolitan Council (BMC) seeks qualified and experienced developers to apply for affordable housing subsidies for new construction, substantial rehabilitation, or existing housing through the Baltimore Regional Project-Based Voucher (PBV) Program.
Proposals must be received by BMC no later than Wednesday, April 22, 2020, by 4 p.m. Successful applicants may be eligible for scoring incentives in the upcoming 2020 competitive round of Low Income Housing Tax Credit (LIHTC) awards conducted by the Maryland Department of Housing and Community Development (DHCD).
NOTICE: Because of COVID-19, it is no longer necessary to submit a printed copy. We will accept proposals delivered electronically as one PDF file. Files of less than 25 MB can be emailed to email@example.com . For larger files, please compress the attachment or use a file sharing service such as Google Drive. If you do ship a printed or electronic copy (on disk or thumb drive), please do not use a service that requires a signature, as all Baltimore Metropolitan Council staff are working remotely.
In addition, because of the delay in the Maryland Department of Housing and Community Development’s (DHCD’s) deadline for its 2020 competitive round for Low Income Housing Tax Credits, the Baltimore Regional PBV Program anticipates issuing another, similar RFP for any remaining Vouchers following our award decisions for this RFP. Ideally the deadline for that new RFP will be about two months in advance of DHCD’s 2020 round deadline. This will enable us to make another round of Voucher awards roughly one month before DHCD’s deadline.
BMC hosted a Virtual Pre-Proposal Conference for interested parties on Thursday, March 19 . Slides, an attendee list, and Q&A are posted at right, along with the RFP. For an editable version of Appendix C, you can click here.
Written questions about this procurement should be sent to Dan Pontious at firstname.lastname@example.org by no later than Wednesday April, 1. Answers to questions will be posted on this web page no later than Tuesday, April 7. BMC may post answers at additional times, as well.
BMC's offices are currently closed due to public health concerns presented by the Coronavirus (COVID-19). BMC staff are working remotely. All scheduled meetings will take place virtually. Please refer to the events calendar for meeting log-in instructions and our staff list to contact the meeting organizer.
