Updated Details on Baltimore City Projects in the 2012-2015 TIP

OPEN FOR COMMENT: UPDATED DETAILS ON BALTIMORE CITY PROJECTS IN THE 2012-2015 BALTIMORE REGION TRANSPORTATION IMPROVEMENT PROGRAM
BALTIMORE (January 27, 2012) – Baltimore City has asked the Baltimore Regional Transportation Board (BRTB) to amend the 2012-2015 Baltimore Region Transportation Improvement Program (TIP) by adding one new project, breaking out four large projects that are currently included in the TIP as areawide projects, and redefining the funding for three four other existing projects.
The first request is to add the following project:
- Citywide Guide Sign Replacement - This $5 million project will replace outdated navigational signs on I-83, 295, and other major roads. $4 million in funding for this project comes from the Interstate Maintenance program.
Each of the following projects exceeds $5 million. Federal Highway Administration (FHWA) Maryland guidelines state that they must be listed in the TIP as stand-alone projects:
- Midtown Streetscape
- Dundalk Avenue Streetscape (from Eastern Avenue to Baltimore City Line)
- Lafayette Avenue Bridge over AMTRAK
- Reisterstown Road Streetscape (from Northern Parkway to Baltimore City Line)
Finally, funding will be redefined for the following projects that are already included in the TIP:
- Edmondson Avenue Bridge Over Gwynns Falls/CSX Railroad – Since this is expected to be a two-year project, funding had been budgeted for both FY 2013 and FY 2014. All the funding is being consolidated into FY 2013, which is when the project will be advertised for bids.
- Citywide Street and Urban Construction – Funding in this category has been reduced to reflect the break-out of the Reisterstown Road Streetscape from Northern Parkway to the City Line, Midtown Improvements, and the Dundalk Avenue Streetscape from Eastern Avenue to the City Line,
- Areawide Bridge Preservation and Rehabilitation – Funding in this category has been reduced to reflect the break-out of the Lafayette Avenue Bridge over AMTRAK project.
- UPDATE (02/02/12): Baltimore City Tour Bus Parking Facility – Funding in this category has been increased to reflect a higher estimated total project cost due to a higher engineering cost estimate. The BRTB Executive Committee approved the addition of this amendment to Resolution #12-18 on February 1, 2012.
These projects have been combined into a single BRTB resolution to finalize federal funding. Each project is also subject to a local project planning process.
The public is invited to review and comment on the proposed amendments through Friday, February 24, 2012.
A public meeting to answer questions and accept comments on these amendments will be held on Monday, February 13, from 5 to 7:30 p.m. at the Baltimore Metropolitan Council (Offices @ McHenry Row, 1500 Whetstone Way, Suite 300, Baltimore, MD 21230).
