BMC Taps Todd Lang to be Director of Transportation Planning

November 25, 2009 (Baltimore, MD)The Baltimore Metropolitan Council (BMC) announced this morning that Todd Lang will become Director of Transportation Planning as of Monday, December 7. Mr. Lang is currently Vice President, Highway Department, at Whitney, Bailey, Cox and Magnani, LLC, of Baltimore.


"Todd Lang brings a wealth of experience that will enhance our work in transportation planning," said Larry W. Klimovitz, Executive Director of BMC. "Early in his career he worked with the Indianapolis metropolitan planning organization and became familiar with regional planning issues. His more recent experience includes work on projects ranging from regional transportation planning and environmental studies to local roadway intersection improvement and streetscape projects."


In his current position, Lang has directed the development of environmental documents for the Maryland State Highway Administration involving land use studies, large scale public involvement programs, and cooperation with public officials. He has worked on projects such as the Inter-County Connector, the MD201/US1 Corridor Study, Westminster Area Transportation Study and I-95 Rehabilitation.


In the 1990s, he worked on the Indianapolis Northeast Transit Feasibility Study and development of a master plan for the Indianapolis International Airport. He was also responsible for preparing and overseeing the regional Transportation Improvement Program (TIP), including development of project selection criteria, transportation system management report, air quality conformance documentation, and coordination with local public agencies, regional transit systems and the Monon Rail Corridor Planning Process.


Lang received a BS in Civil Engineering with transportation concentration from the University of Delaware; an MBA with finance concentration from Butler University, Indianapolis, Indiana; and an Odyssey Certificate in Environmental Studies from Johns Hopkins University. He is a registered professional engineer and is registered with the American Institute of Certified Planners (AICP).


He is immediate past president of the American Society of Highway Engineers, Chesapeake Section, and is also affiliated with the American Planning Association, Maryland Section; American Council of Consulting Engineers, Maryland Section, Legislative Committee; and the County Engineers Association of Maryland.


Lang is a resident of Harford County.
