Transportation Outlook 2035 Prioritization


The Baltimore Regional Transportation Board (BRTB) has released the final version of Transportation Outlook 2035, the long-range transportation plan for the Baltimore region.

What is prioritization? Prioritization is the process for evaluating and selecting individual transportation projects. Most projects submitted to be included in the long-range plan go through this prioritization process.

How does the prioritization process work?
Most highway and bicycle/pedestrian projects underwent a policy and technical prioritization process.  These projects were evaluated based on their policy and technical merits.

The policy evaluation strongly follows the priorities of the local jurisdictions of the BRTB. In addition, projects are reviewed to determine consistency with Priority Funding Areas established by the Maryland Department of Planning. The technical analysis takes into account information such as how congested a particular road is, the number of crashes on a road, or the number of potential users for a trail. What projects didn't go through prioritization and why not?In advance of prioritizing candidate projects, the BRTB considers a special category of projects that are classified as critically important to all jurisdictions in the region. These projects, termed "Regionally Significant," must meet a set of criteria and are not subject to the technical or policy prioritization process. Technical information was, however, collected for modeling and air quality purposes.View the criteria for regionally significant projects (pdf)

Some projects did not go through the prioritization process for several reasons. These projects, while few, support the Base Relocation and Closing process or were unique in nature. View the results of the prioritization analysis (updated 8/14/07)
