
Transportation Improvement Program 2012-2015
FY 2012-2015 Transportation Improvement Program and the Air Quality Conformity Determination
Approximately $1.6 billion dollars worth of transportation projects and improvements were approved by the Baltimore Regional Transportation Board (BRTB) on Monday, November 14, 2011. The 2012-2015 Transportation Improvement Program (TIP) for the Baltimore region contains a list of transportation priorities and projects for which federal funding will be requested over the next 4 years. Projects are drawn from recommendations in the new long-range transportation plan, Plan It 2035.
New projects added for FY 2012 include:
- Twenty bridge projects added to begin rehabilitation or replacement, ranging from MD 144 over I-695 to the Sisson Street Bridge over CSX.
- Baltimore City is adding a Roundabout at Park Circle and Reconstructing a portion of Broening Highway
Examples of other proposed projects include:
- Completing the replacement of the historic Jericho Covered Bridge
- MTA will purchase fifty seven, 40-foot hybrid diesel-electric buses
- Preliminary engineering for the B&P Tunnel
- Construction funds for intersections near Ft. George G. Meade and Aberdeen Proving Ground

Air Quality Conformity Determination
The Baltimore Regional Transportation Board (BRTB) has also released the Draft Air Quality Conformity Determination of the Draft FY 2012-2015 Transportation Improvement Program and the Final Plan It 2035. This report looks at the potential impact these transportation projects could have on the region's air quality.
The Draft Air Quality Conformity Determination report concludes that implementation of projects in the 2012-2015 TIP and Plan It 2035 does not worsen the region's air quality or delay the timely attainment of the national ambient air quality standards. The pollutants addressed in the report include ozone, fine particulate matter, and carbon monoxide.
In addition, the BRTB accepted comments on seven tables in the Draft Air Quality Conformity Determination. These were updated to reflect the addition of the conformity analysis year 2012, which was done in anticipation of final EPA reclassification of the Baltimore region from "moderate" nonattainment of the ozone standard to "serious" nonattainment.

Public Review and Comment
A public review period on the Draft 2012-2015 TIP was held from Wednesday, September 21 through Friday, October 21, 2011.
During this time, six public meetings to answer questions and accept comments on the Draft 2012-2015 Transportation Improvement Program, Plan It 2035, and the Draft Air Quality Conformity Determination were held. In addition, the BRTB welcomed comments at the BRTB meeting on Tuesday, October 23 at 9 a.m. and at the BRTB meeting with elected officials and empowered representatives on Monday, November 14 at 4 p.m.
