
Transportation Improvement Program 2011-2014
FY 2011-2014 Transportation Improvement Program (TIP) and Air Quality Conformity Determination
Approximately $1.2 billion dollars worth of transportation projects and improvements are included in the 2011-2014 Transportation Improvement Program (TIP) for the Baltimore region, prepared by the Baltimore Regional Transportation Board.
The TIP contains a list of transportation priorities and projects for which federal funding will be requested over the next 4 years. Projects are drawn from recommendations in the long-range transportation plan for the Baltimore region.
New projects added for FY 2011 include:
- One lane northbound on US 29 between Seneca Drive and MD 175
- MARC parking expansion at the Aberdeen station
- Reconstruction of the bridge on US 40 over the Patapsco River between Howard and Baltimore counties
- A streetscape project on North Avenue between Aisquith and Wolfe Streets
- An extension of Danville Street from Clinton Haven Streets in a former CSX right-of-way to support freight movement near the Port
Examples of other proposed projects include:
- Over 2 dozen local bridge rehab projects and as many state bridges
- New or improved interchanges at I-795 and Dolfield and US 40 at MD 715
- Mid-life overhaul of Light Rail and Metro vehicles
- Replacement buses for MTA and the local bus systems

Air Quality Report (Conformity Determination)
Additionally, a report titled Conformity Determination of Transportation Outlook 2035 and the 2011-2014 Transportation Improvement Program which looks at the potential impact these transportation projects could have on the region's air quality has been finalized.
The Air Quality Conformity Determination report concludes that implementation of projects in the 2011-2014 TIP and Transportation Outlook 2035 does not worsen the region's air quality or delay the timely attainment of the national ambient air quality standards. The pollutants addressed in the report include ozone, fine particulate matter, and carbon monoxide.

Public Review and Comment
A public review period on the draft FY 2011-2014 TIP was held from Friday, May 21 through Tuesday, June 22, 2010. During the comment period, print versions of the TIP and Air Quality reports were made available at the Regional Information Center, as well as at select local libraries and planning offices in the region.
During this time, comments were received from 2 individuals.

Obligated Listings
The Baltimore Region’s Annual Listing of Obligated Projects was compiled from data provide by the Maryland State Highway Administration and the Maryland Transit Administration. The US Department of Transportation requires an annual listing of projects for which federal funds have been obligated in the preceding year. Obligated projects on this list were not necessarily initiated or completed in the federal fiscal year 2011 but received FHWA or FTA funds in the report. The obligated project costs reflected in this report also may not be equal to final project costs, due to project cost savings, overruns, or advance construct finance process.
