Plan It 2035: Partners in Transportation

In November 2010, the BRTB approved the Plan It 2035 project evaluation process.

This process, also known as prioritization, contains criteria to be used in determining regionally significant highway, freight, and transit projects to be included in Plan It 2035.  The process also provides the policy and technical criteria for evaluating all other projects—highway, transit, and bicycle/pedestrian—submitted for consideration.

All approved criteria reflect the goals and strategies for Plan It 2035 approved at the October 2010 BRTB meeting through Resolution #11-17 (pdf).

How does the prioritization process work?

The evaluation process for all projects (aside from regionally significant projects) is a combination of policy and technical factors and considerations. The submitting jurisdictions/agencies provide policy scores. These scores account for 60% of the total project score. BMC staff members apply criteria to determine technical scores. Technical scores account for 40% of the total project score.

In addition, the MD Department of Planning also reviews the location of each proposed project relative to established Priority Funding Areas (PFAs).

 

What projects didn't go through prioritization and why not?

In advance of prioritizing candidate projects, the BRTB considers a special category of projects that are classified as critically important to all jurisdictions in the region. These projects, termed "Regionally Significant," must meet a set of criteria and are not subject to the technical or policy prioritization process. Technical information was, however, collected for modeling and air quality purposes. 

In January 2011, the BRTB approved an amendment to the regionally significant criteria. This amendment includes additional criteria to account for highway projects that would improve the movement of freight in the region.
