MTA Amendments to 08-12 TIP


MTA Amendments to 2008-2012 TIP

The Maryland Department of Transportation, on behalf of the Maryland Transit Administration, requested an amendment to the 2008-2012 Baltimore Region Transportation Improvement Program (TIP) to include funds from the American Recovery & Reinvestment Act (ARRA) in two ways:

Five new projects will be added to the TIP, including: Light Rail Yard Switch Upgrades, Mondawmin Transit Center Bus Loop Repaving, NW Bus Division HVAC Upgrade, West Baltimore MARC Station Parking Improvements, and Light Rail Substation Breaker Replacements.

Three projects already in the TIP are either receiving additional funding beyond that previously identified or moving funds between activities. This includes MARC Aberdeen Station Relocation Study, Annapolis Transit and Harford Transit.

What are the new projects?
  • Light Rail Yard Switch Upgrades - $4.2 million in ARRA funds to convert manual switches to electric

  • Mondawmin Transit Center Bus Loop Repaving - $2 million in ARRA funds to repair pavement and sidewalks

  • NW Bus Division HVAC Upgrade - $5.4 million in ARRA funds to replace the heating and ventilation system

  • West Baltimore MARC Station Parking Improvements - $7.6 million in FTA Section 5309, Section 5307 and State match to 412 add parking spaces 

  • Light Rail Substation Breaker Replacements - $5.5 million in ARRA funds for circuit breakers in power substations


What are the three changed projects? 

  • MARC Aberdeen Station Relocation Study – adds $121,000 in FTA Section 5307 and State match to assess multi-modal station at the existing location as recommended by the original $1 million study 

  • Annapolis Transit – moves $74,000 from preventive maintenance to bus replacement

  • Harford Transit – reduces bus initiatives by $198,000 and adds preventive maintenance at $173,000

Public Review and Comment

A public review period was held from Wednesday, November 4 through Friday, December 4, 2009.  No comments were submitted during this time.
