Imagine 2060 - Regional Economic Outlook

On October 27, 2009 the BRTB unanimously agreed on a scope of work to complete a long-range transportation vision plan for the Baltimore region. The foundation of the 50-year vision planning approach is “scenario planning” — an inclusive, collaborative effort to consider various plausible future conditions in order to develop consensus, or a preferred scenario.

In order to inform the scenario planning process, the BRTB developed a Regional Economic/Demographic “Outlook” (REO) to provide a plausible estimate — not an endorsed forecast — of total employment, population and households in the Baltimore region in 2060.

The REO was developed at a regional level — not to the jurisdiction or Transportation Analysis Zone (TAZ) levels — with the estimates of population, households and employment to be used as control totals in scenario development. The REO estimates were then allocated across the region in a spatial manner consistent with each scenario. Then based on the scenario-specific allocations of the estimates, the BRTB performed a technical evaluation for each scenario. The evaluations provided indicators with which the scenarios will be compared. The BRTB will utilize the technical evaluations and comparisons to refine the scenarios in search of a preferred scenario for the region.
