Howard, City and MDOT Amendments to 08-12 TIP

Amendments to 2008-2012 TIP

Howard County and the City of Baltimore proposed to amend the 2008-2012 Baltimore Region Transportation Improvement Program (TIP) by making additional modifications to the Central Maryland Transit Operations & Maintenance Facility (CMTOMF) project, and adding a Water Taxi Boat Purchase and Pier Improvements (WTBPPI) project, a Midtown Cultural District Streetscape (MCDS), and a Baltimore City Areawide Congestion Management (BCACM) project.

The Maryland Department of Transportation also requested a modification to the TIP for several updated American Recovery and Reinvestment – Phase 2 transit projects.

Howard County

What is the Central Maryland Transit Operations & Maintenance Facility?
The CMTOMF is slated to be a comprehensive/modern transit operations and maintenance facility that will enable the County, Connect-A-Ride and Anne Arundel County to gain operational efficiencies and cost savings. The facility will support fixed-route and paratransit services including such functions as dispatch, vehicle maintenance and storage, revenue collection and handling, and administrative office space.

The amendment added Federal earmarked funding for Anne Arundel County and Howard County to the project and readjusted the money between Right-of-Way, Project Engineering and Construction phases. The funding amounts for this project increased by $2.482 million dollars for these categories.

Baltimore City

What is the Water Taxi Boat Purchase and Pier Improvements project (WTB)? The WTB project covers the purchase of 2 new passenger vessels for the Harbor Connector shuttle, upgrades various piers and installs customer information panels. The City of Baltimore was successful in securing $1.59 million in American Recovery and Reinvestment Act Ferry Boat Discretionary Program funding.

The amendment added this $1.59 million project to the TIP.

What is the Midtown Cultural District Streetscape (MCDS)? The MCDS project will reduce the visual clutter and create more uniformity in street appurtenances along the Mt. Royal Avenue Corridor, improve pedestrian crossings, improve signal visibility, reduce energy consumption, and install new video-camera-based detection. Baltimore City was successful is securing $444,600 from the Transportation, Community and System preservation Program under FHWA.

The amendment added this $515,000 project to the TIP.

What is the Baltimore City Areawide Congestion Management (ACM)?
The ACM project includes the deployment of intelligent transportation system (ITS) projects such as the employment of vehicle detection devices, variable message signs & supports, the operational support for the City’s Traffic Management Center and a fiber optic and copper communication system.

The proposed amendment would add $11.2 million combined of CMAQ and ARRA funds and a Congressional earmark to reduce congestion in Baltimore City.

What is the American Recovery and Reinvestment (ARRA) – Phase 2 transit projects, Revised?
The revised Phase 2 transit project revised a previously approved list of transit projects. The projects were approved by the BRTB to allow the MD Department of Transportation to improve existing transit systems using American Recovery and Reinvestment funds.

The amendment's purpose was to better address transit needs. The amendment did not add new funding, but moved within the previous listing.

Public Review and Comment
A public review period was held from Wednesday, July 22 through Friday, August 21, 2009.
During this time the BRTB hosted a public meeting on Wednesday, August 12 at the BMC offices.
One comment was received on the Midtown Cultural District Streetscape.

The amendment was approved by the Baltimore Regional Transportation Board at its meeting on August 27, 2009, via Resolution 10-07 (pdf).
