Plan It 2035: Partners in Transportation

Plan It 2035 Approved by the BRTB

On Monday, November 14, 2011 the Baltimore Regional Transportation Board approved Plan It 2035, the region's long-range transportation plan for the years 2016 to 2035.  Final versions of Plan It 2035, the FY 2012-2015 Transportation Improvement Program, and the Air Quality Conformity Determination have been submitted to the Federal Highway Administration, Federal Transit Administration, and U.S. Environmental Protection Agency for review and acceptance.

Plan It 2035 sets aside nearly $11.5 billion worth of projects to expand our current transportation system. This includes $6.7 billion for new and improved highways, $4.3 billion for expanded transit service, and $93 million for new and improved bicycle/pedestrian facilities.

Plan It 2035 also recognizes the importance of operating and maintaining our existing system.  As such, it designates $24 billion for system operations and $9.4 billion for system preservation.

Examples of major system expansion projects in Plan It 2035 include:

  • Construction of the Red Line (light rail service) from Woodlawn in Baltimore County to Bayview in Baltimore City
  • Extension of the Green Line (Metro service) from Johns Hopkins Hospital to North Avenue in Baltimore City
  • Widening of I-97 from MD 32 to US 50/301 in Anne Arundel County
  • Widening of I-795 from Franklin Boulevard to south of Owings Mills Boulevard, including a new interchange at Dolfield Boulevard, in Baltimore County
  • Widening of MD 140 from Market Street to Sullivan Road, including a full interchange at MD 97, in Carroll County
  • Widening of MD 22 from MD 543 to the gate at Aberdeen Proving Ground in Harford County
  • Reconstruction of the I-95 Interchange at MD 175 in Howard County

Air Quality Conformity Determination

Additionally, an air quality report looking at the potential impact these transportation projects could have on the region's air quality was also released for public review and approved by the BRTB on November 14th.

The Air Quality Conformity Determination of the FY 2012-2015 Transportation Improvement Program and the Plan It 2035 concludes that implementation of projects in these two documents does not worsen the region's air quality or delay the timely attainment of the national ambient air quality standards. The pollutants addressed in the report include ozone, fine particulate matter, and carbon monoxide.
