Q What does UPWP stand for?
A Unified Planning Work Program
Q Say again?
A A work program and budget that outlines how a metropolitan area will use federal transportation funds for planning purposes to accomplish activities covered in the Metropolitan Transportation Planning and Programming Rules and Regulations.
Q How often do you develop a work program?
A Metropolitan areas develop a work program and budget annually. In the Baltimore region activities begin on July 1 and end on June 30 of any given year.
Q Where does the money come from?
A Based on a formula, the Federal Highway Administration and the Federal Transit Administration provide funding which requires a 20% match.
Q What is the proposed budget for FY 2012?
A $7,592,040
Q Is the money all for Baltimore Metropolitan Council staff?
A Planning activities undertaken by the BMC staff is supported with $4,250,000 with $715,000 proposed for consultant activities. The additional $2,627,040 is to support regional planning activities initiated by the local jurisdiction members or the State Highway Administration.
Q What are the planning priorities facing the Baltimore Regional Transportation Board?
A The major focus in FY 2012 will be completion of a regional long-range transportation plan, Plan it 2035. Also important are the following: upgrading analytical tools and capabilities, undertaking a regional transit and freight analysis, preparing a Transportation Improvement Program, maintaining a congestion management process, clean air planning, safety and security issues, as well as public involvement.
Q How does the pass-through support member activities?
A The member jurisdictions engage in a cooperative forecasting process, provide input to the Transportation Improvement Program, participate in ongoing committees, bike and pedestrian planning, as well as subarea planning. The State Highway Administration receives a small amount to assist with collecting traffic count data. A description of local subarea activities can be found on pages 73-98 of the draft document.
Q Can you provide some examples of subarea planning proposed for FY 2012?
A Anne Arundel County will evaluate pedestrian and bicycle facilities to assess deficiencies and gaps in continuity and then prioritize potential corrective actions ($283,000);
Baltimore City plans to develop a comprehensive approach to assess and manage freight while balancing the needs of communities ($250,000);
Baltimore County will engage in modeling work to understand the potential impacts of growth with proposed transportation improvements ($135,000);
Harford County proposes to perform traffic and safety analysis on MD 22 from MD 543 to Aberdeen Proving Ground ($300,000); and
Howard County will be developing a countywide bike plan focused on increasing local and regional mobility, accessibility and transportation efficiency ($209,000).
Q Are there any other planning studies in the region?
A Yes, a listing of studies with regional impacts that are carried out by other organizations will be listed in the prospectus section of the final UPWP. Base Realignment and Closure (BRAC) related studies are ongoing by the State Highway Administration (SHA). SHA is also in project planning for a possible interchange on I-795 at Dolfield Boulevard. Baltimore City and the Maryland Transit Administration are looking at the Red Line.
