Baltimore Region (BRAC) Amendment to 08-12 TIP


Baltimore Region Amendment to FY 2008-2012 TIP
On behalf of the Maryland Department of Transportation, the Baltimore Regional Transportation Board (BRTB) amended the Fiscal Year 2008-2012 Baltimore Region Transportation Improvement Program (TIP) by adding intersection improvements in 2 areas.

The proposed amendment includes funds for design and construction of intersection improvements at key locations along access routes to Aberdeen Proving Ground in Harford County and Fort Meade in Anne Arundel County.

The addition of these projects will not impact scheduling or funding availability for other projects in the TIP. Currently the projects are being reviewed for any impacts that could negatively impact air quality in the region.

This amendment includes:

  • BRAC-related intersections near Aberdeen Proving Ground - MD 22 at Beards Hill Road*, MD 22 at MD 462, MD 22 at Old Post Road, US 40 at MD 7/MD 159, US 40 at MD 155/MD 7A* and US 40 at MD 715 totaling $31,882,000
  • BRAC-related intersections near Ft Meade - MD 174 at Severn Road*, MD 175 at Reece Road, MD 175 at Mapes Road, MD 175 at Disney Road and MD 175 at Rockenbach Road totaling $31,588,000

What is BRAC?
“BRAC" is an acronym that stands for Base Realignment and Closure. It is the congressionally authorized process that the Department of Defense used to reorganize its base structure to more efficiently and effectively support our forces, increase operational readiness and facilitate new ways of doing business. The most recent iteration of base realignment was enacted as federal law in November 2005 as is known as BRAC 2005. In response to the 2005 Base Realignment and Closure decisions, the State of Maryland received a significant expansion to several military installations. The proposed intersection improvements will help to accommodate the expansion.



Public Review and Comment
A public review period was held from May 14 to June 15, 2009.  Public meetings were held by MDOT for the Fort George G. Meade intersection projects on March 31, 2009, and for the Aberdeen Proving Ground intersection projects on March 26, 2009. All public comments submitted during those public meetings, as well as this comment period, were considered by the BRTB.
