Baltimore City Amendment to 2008-2012 TIP
Baltimore City proposed amending the Fiscal Year 2008-2012 Baltimore Region Transportation Improvement Program (TIP) by changing the scope of work for the Boston Street Project, currently included in the TIP.
Baltimore City proposed amending the Fiscal Year 2008-2012 Baltimore Region Transportation Improvement Program (TIP) by changing the scope of work for the Boston Street Project, currently included in the TIP.
The amendment revises the project alignment from a viaduct over the railroad tracks on Boston Street to a new alignment connecting to Conkling Street.
The new alignment represents the locally-preferred alternative from the Boston Street Environmental Assessment; which responds to growth and development in the Boston Street corridor and the operational deficiencies associated with railroad crossings on Boston Street, east of Haven Street. As such, the purpose of the proposed roadway is to alleviate traffic congestion along Boston Street between Conkling Street and Ponca Street.
In addition, Baltimore City is proposed $50.4 million in funding for construction associated with this project. This project was tested and is in compliance with the Clean Air Act Amendments of 1990.
What is the Boston Street Project?
The purpose of the Boston Street project is to accommodate transportation demand accelerated by residential and business development in the project area while promoting support of and consistency with the City’s growth and economic development plans; address roadway deficiencies resulting from substandard intersection geometry; increase roadway capacity to improve operational issues; reduce undesirable mixing of truck and automobile traffic, especially along Boston Street between Ponca and Conkling Streets; improve mobility between Ponca and Conkling Streets; improve mobility between the project area and I-95; provide for safe pedestrian and bicycle travel in the Brewer’s Hill, Canton Crossing, and Toone Street development areas; and improve multimodal connectivity by complementing planned rail transit facilities.

Public Review and Comment
A public review period was held from Wednesday, April 8 through Friday, May 8, 2009.
During this time the BRTB hosted a public meeting prior to a public hearing on the Boston Street Project, hosted by Baltimore City. These meetings were held on Wednesday, April 22, 2009 from 4 to 7 pm at the Southeast Anchor Library (3601 Eastern Avenue, Baltimore, Maryland 21224).
No public comments on the TIP amendment were received by the BRTB during this public comment period.
The amendment was approved by the Baltimore Regional Transportation Board at its meeting on May 26, 2009, via Resolution 09-23 (pdf).
