
Annual Work Program and Budget - FY 2012 UPWP
Work Program to Address Transportation Planning Priorities in the Baltimore RegionAdopted
Every year, the Baltimore Regional Transpoartation Board develops a work program and budget for the coming fiscal year with input from state partners and public transit agencies. This work program, called the UPWP - Unified Planning Work Program for Transportation Planning, identifies activities to be completed by staff of the Baltimore Metropolitan Council as well as local governments and state agencies between July 1, 2011, and June 30, 2012. The FY2012 UPWP was approved by the BRTB on April 20, 2011 through Resolution 11-23.
The activities for Fiscal Year 2012 include:
- Complete development of Plan It 2035, the long-range transportation plan with public input
- Prepare analyses of 2010 Census data
- Conduct regional transit and freight analyses
- Continue to identify projects that improve air quality
- Conduct outreach for Clean Commuting options
- Expand capabilities with new methods for travel modeling
- Evaluate the transportation needs of the elderly, individuals with disabilities and low-income residents
- Conduct bike planning efforts in three jurisdictions

Public review and comment period
A public review period was held from February 15 through March 18, 2011.
Comments were received from 2 organizations supporting bike planning for Howard County.
