New Bridges, Better Streets: Annapolis Road and Water Ave Bridges and the Highlandtown Transit StreetscapeAmendments to FY 2012-2015 Transportation Improvement Program
Baltimore City requested amendments to the 2012-2015 Baltimore Region Transportation Improvement Program for two projects. Details about each of these projects are listed below. Amendment Details
The first project is for an additional $9.4 million in Federal funds for the Annapolis Road and Waterview Avenue Bridges over the Baltimore-Washington Parkway. Also, the City is seeking to add the new Highlandtown Transit Streetscape project.
Annapolis Road and Waterview Avenue Bridges over the BW Parkway
Baltimore City identified the Annapolis Road and Waterview Avenue Bridges over the BW Parkway as reaching the end of their useful life and safe operation. This project also includes the Maisel Street pedestrian bridge over the BW Parkway. This project will ensure connectivity and safe operating conditions for the communities of South Baltimore.
The Baltimore City Department of Transportation is collaborating with the Baltimore Office of Promotion and the Arts to incorporate an aesthetic design into the new bridges. The Request for Qualifications (RFQ) can be found on the Baltimore Office of Promotion and the Arts web site.

Highlandtown Transit Streetscape
Baltimore City has received a Federal Transit Administration grant to provide improvements along Eastern Avenue in the neighborhood of Highlandtown. This project will provide safety and aesthetic improvements including:
- Curb extensions to improve awareness of pedestrians,
- Landscaping,
- Bicycle parking, and
- Real-time transit displays at bus shelters.
This project helps to implement Baltimore City’s Southeast Complete Streets Plan. The Plan is a long range guide to improve the safety, livability and aesthetics of city streets while accommodating all transportation modes. A public review and comment period on the proposed amendments was held from Thursday, December 22, 2011 through Monday, January 23, 2012. During this time, a public meeting was held on Thursday, January 12, 2012 from 4:30 to 7:30 p.m. at the Southeast Anchor Library (3601 Eastern Avenue Baltimore, MD 21224, accessible by MTA buses 10 and 22). Comments were also welcomed at the BRTB meeting on Tuesday, January 24 at 9 a.m. during the Public Comment Opportunity (vote).
