Baltimore City AmendmentsFY 2012-2015 Transportation Improvement Program
In January 2012, Baltimore City requested amendments the 2012-2015 Baltimore Region Transportation Improvement Program (TIP) for 9 projects.
The first request was to add the following project:
- Citywide Guide Sign Replacement - This $5 million project will replace outdated navigational signs on I-83, MD-295, and other major roads. $4 million in funding for this project comes from the Interstate Maintenance program.
Each of the following projects exceeds $5 million. Federal Highway Administration (FHWA) Maryland guidelines state that they must be listed in the TIP as stand-alone projects:
- Midtown Improvements
- Dundalk Avenue Streetscape (from Eastern Avenue to Baltimore City Line)
- Lafayette Avenue Bridge over AMTRAK
- Reisterstown Road Streetscape (from Northern Parkway to Baltimore City Line)
Finally, funding will be redefined for the following projects that are already included in the TIP:
- Edmondson Avenue Bridge Over Gwynns Falls/CSX Railroad – Since this is expected to be a two-year project, funding had been budgeted for both FY 2013 and FY 2014. All the funding is being consolidated into FY 2013, which is when the project will be advertised for bids.
- Citywide Street and Urban Reconstruction – Funding in this category has been reduced to reflect the break-out of the Reisterstown Road Streetscape from Northern Parkway to the City Line, Midtown Improvements, and the Dundalk Avenue Streetscape from Eastern Avenue to the City Line.
- Areawide Bridge Preservation and Rehabilitation – Funding in this category has been reduced to reflect the break-out of the Lafayette Avenue Bridge over AMTRAK project.
- UPDATE (02/02/12): Baltimore City Tour Bus Parking Facility – Funding in this category has been increased to reflect a higher estimated total project cost due to a higher engineering cost estimate. The BRTB Executive Committee approved the addition of this amendment to Resolution #12-18 on February 1, 2012.
All nine projects have been combined into a single BRTB resolution to finalize federal funding. Each project is also subject to a local project planning process. The BRTB voted to approve these amendments (Resolution #12-18) at their meeting on Tuesday, February 28 at 9 a.m.

Public Review and Comment
A public review and comment period was held from Thursday, January 26 through Friday, February 24, 2012. During this time a public meeting was held on Monday, February 13 from 5 to 7:30 p.m. at the Baltimore Metropolitan Council (Offices @ McHenry Row, 1500 Whetstone Way, Suite 300, Baltimore, MD 21230; Accessible by MTA bus #1).
In addition to the public meeting, members of the public were also able to submit comments in person at the BRTB meeting on Tuesday, February 28 at 9 a.m. during the Public Comment Opportunity.
