2011-2014 TIP Amendment: Route 32 (Wellworth Way Access Mgmt)

MD 32 - Wellworth Way Access Management ImprovementsAmendments to FY 2011-2014 Transportation Improvement Program

The MD State Highway Administration requested an amendment to the 2011-2014 Transportation Improvement Program to add funding to MD 32 - Wellworth Way Access Management Improvements.

Funds will be used to purchase right-of-way (ROW) to provide different access for homes as a result of removing private driveways currently on MD 32 to the local roadway system, especially Rosemary Lane and Wellworth Way. 
 
The overall purpose of this project, which has completed the planning phase, is to address safety concerns by exploring options to upgrade MD 32 (from MD 108 to I-70) in Howard County.

The Selected Alternative, which is the result of a multi-year planning study, would provide a four-lane, access controlled, divided highway with a 34-foot median. Shoulders will accommodate bicycles. Intersections will be replaced with interchanges at Linden Church Road (Option 2), Dayton Shop, Burntwoods Road (Option 3A), Rosemary Lane (Option 2A), and I-70 (Option 2). Access to Nixon’s Farm Lane and the adjacent residential properties would be provided via the MD 144 Interchange (Option 12M) and access roads. This amendment is a breakout project from the Selected Alternative.

This TIP amendment will add $886,000 in funding from the following sources:

1. $709,000 of unused federal aid (Obligational Authority for National Highway Funds)
2. $177,000 in state matching funds. 

On Tuesday, July 26, the BRTB voted to approve Resolution #12-1, in support of the MD 32/Wellworth Way TIP amendment.

Public Review and Comment

Flyer - 2011-2014 TIP AmendmentA public review period was held from Thursday, June 2 through Friday, July 1, 2011. 

During this time, a public meeting to answer questions and accept comments on this amendment was held on Wednesday, June 29, 2011 from 5:30 to 7:30 p.m. at the West Friendship Volunteer Fire Department (12535 MD 99 / Old Frederick Road, Sykesville, MD 21784). Comments were able to be submitted at this public meeting or during the Public Comment Opportunity at the BRTB meetings on Tuesday, June 28 and Tuesday, July 26 at 9 a.m.
