2011-2014 TIP Amendment: Bridges of Baltimore and Carroll Counties

Bridges for the FutureAmendment to FY 2011-2014 Transportation Improvement Program

Baltimore and Carroll Counties have submitted a request to amend the 2011-2014 Transportation Improvement Program for $7.5 million worth of projects related to improving or repairing nine local bridges. Details of each of the proposed projects are below.

Baltimore County is requesting amendment for the following bridge project:

Jericho Covered Bridge
New Preservation Project
$1.7 million to repair the Jericho Covered bridge, located near historic Jerusalem Mill Village near Jerusalem, MD in Harford County and Kingsville, MD in Baltimore County. This wooden covered bridge, built in 1865, was last rehabilitated in 1982 and has a Bridge Sufficiency Rating of 48.5. The purpose of this project is to replace deteriorated timber throughout the structure and undertake other repairs such as roof repairs, painting, replace posts and siding planks, etc.

Federal funding in the amount of $1.3 million comes from the Federal Highway Administrations National Historic Covered Bridge Preservation Program. Local funding, in the amount of $39,800 will be split between Baltimore and Harford Counties as the bridge is jointly owned.

Carroll County is requesting amendments for the following bridge projects. Funding for these projects comes from the Federal Bridge Replacement and Rehabilitation Fund.

White Rock Road over Piney Run
New Project Funding Source; Advances Project by 1 year
$943,000 to replace key features on bridge to address structural safety issues and deterioration of current structure.

Bollinger Road over Beaver Run
Federal Funding Received for Construction
$691,000 to replace the single span bridge as beams are in poor condition, exhibiting section loss and severe corrosion.

Shepherds Mill Road over Little Pipe Creek
New Preservation Project
Approximately $4 million to replace this bridge built in 1965.

Areawide Bridge Cleaning and Painting
New Preservation Project for 5 bridges
$575,000 to clean and paint 5 local bridges (Mumma Ford Road over Monocacy; McKinstrys Mill Road over Little Pipe Creek; Winters Church over Little Pipe Creek; Grimville Road over Gillis Falls; and Woodbine Road over South Branch of Patapsco). The purpose of this project is to stop corrosion and provide protection of steel bridges.

Flyer - 2011-2014 TIP AmendmentPublic Review and Comment

A public review period was held from Thursday, March 10 through Monday, April 11, 2011. During this time, comments were received from two organizations (see link below).

During this time, a public meeting to answer questions and accept comments on these amendments was held as follows:

  • Jericho Covered Bridge – Wednesday, March 30, 2011 from 4 to 5:30 p.m. at the Baltimore County Office Building (111 W. Chesapeake Ave., Room 215, Towson, MD 21204) >> Map
  • Carroll County Bridges – Monday, April 4, 2011 from  6 to 7 p.m. at the Carroll County Office Complex (225 North Center Street, Room 003, Westminster, MD 21157). >> Map
