Amendment to FY 2011-2014 Transportation Improvement Program

The Maryland Department of Transportation, on behalf of the State Highway Administration, has requested to amend the Transportation Improvement Program for projects near Fort Meade and Aberdeen Proving Ground. Both projects seek to improve safety and accessibility to these military bases as they accommodate the increased number of employment as a result of BRAC.

Fort Meade related Project (#61-0802-39)

The amendment adds additional funding to an existing project and also adds an expanded focus. The purpose of this project is to design and construct intersection improvements at key locations along access routes to Fort Meade. Proposed locations include: MD 175 at Reece Road, MD 175 at Mapes Road, MD 175 at Disney Road and MD 175 at Rockenbach Road. Bicycle and pedestrian facilities will be provided where appropriate.

A new component is to conduct a regional analysis of the transportation impacts of the National Security Agency (NSA) Cyber Command Station along MD 32 (between I-95 in Howard County and MD 175 in Anne Arundel County).

Funds have been made available through the redistribution of federal earmark funds (due to the lack of a new transportation bill) to be matched with state dollars as well as state toll credits. In addition, SHA is proposing to shift $9 million from TIP project MD 175: MD 295 to MD170 (#61-0605-41) to advance much needed and closely related intersection improvements in the vicinity of Ft. Meade.

Aberdeen Proving Ground related Project (#63-08-04-39)

This amendment adds additional funding to an existing project. The purpose of this project is to improve safety and increase access along US 40 to Aberdeen Proving Ground, area industrial parks, and the City of Aberdeen. Funds will be used to design and construct intersection improvements at key locations in this area. Bicycle and pedestrian facilities will be provided where appropriate. Proposed locations include: MD 22 at MD 462, MD 22 at Old Post Road, and US 40 at MD 7/MD 159.

The funds being added to this project are a result of savings from a low bid received on the US 40/MD 715 project that will be matched with state funds.

Flyer - 2010-2013 TIP amendment

Public Review and Comment

A public review period was held from Thursday, December 9 through Friday, January 7, 2011. A public meeting to accept comments and answer questions was held on January 5, 2011 from 4 to 5:30 p.m. at the Baltimore Metropolitan Council.
