2011-2014 TIP Amendment: Baltimore City Projects

Baltimore City Projects: Tour Bus Parking Facility, Reconnecting West Baltimore and Transit Vehicle PurchaseAmendments to FY 2011-2014 Transportation Improvement Program

Baltimore City has requested to amend the 2011-2014 Transportation Improvement Program. Details of each of the projects are below.

On Tuesday, October 25, 2011, the Baltimore Regional Transportation Board voted to approve Resolutions #12-5, #12-6, and #12-7 in support of these amendments.

Baltimore City Tour Bus Parking Facility
Emission Reduction Strategy
$400,000 was requested for the construction of a tour bus parking facility located south of the W. Pratt Street and S. Arlington Avenue intersection, adjacent to the B&O Railroad Museum. Many tour buses tend to circle or park and idle on downtown Baltimore streets resulting in traffic and air quality issues. The tour bus parking facility will better accommodate tour buses by providing a bus driver amenities building with restrooms, tv area and vending machines.

Reconnecting West Baltimore
Emission Reduction Strategy
Baltimore City received a Transportation, Community and System Preservation grant to implement a pedestrian and bicycle network in West Baltimore. Along with matching funds, the City will spend $2.1 million to reconfigure the Fulton Street Bridge to improve bicycle and pedestrian use, incorporate innovative stormwater management techniques and create bicycle lanes with traffic and pedestrian safety initiatives between Harlem Park and the University of Maryland Biopark.

Transit Vehicle Purchase
Emission Reduction Strategy
To enhance the Charm City Circulator service, Baltimore City had acquired four buses through a $1.2 million Section 5320 Alternative Transportation in the Parks and Public Land grant. The City recently received an additional $1.5 million Public Land Highways Discretionary grant to purchase three additional hybrid-electric buses to create a new Charm City Circulator route from the Baltimore Visitors' Center to the Fort McHenry National Monument and Historic Shrine in time for the War of 1812 Bicentennial.

Flyer - 2011-2014 TIP AmendmentPublic Review and Comment

A public review period was held from Wednesday, October 5 through Thursday, November 3, 2011.

During this time, a public meeting to answer questions and accept comments on these amendments was held on Wednesday, October 12, 2011 from 5 to 7 p.m. at the Baltimore Metropolitan Council Offices (1500 Whetstone Way, Suite 300, Baltimore, MD 21230). Comments were accepted at the public meeing, as well as during the Public Comment Opportunity at the BRTB meeting on Tuesday, October 25 at 9 a.m.

No comments were received during this comment period.
