2010-2013 TIP Amendment: BRAC & New Vail Street
Long Range Plan and Transportation Improvement Program Amendments
The Maryland Department of Transportation, on behalf of the State Highway Administration, requested two related amendments. The first is a TIP Amendment for Project ID# 65-0804-39: BRAC Intersections near Aberdeen Proving Ground. The amendment would remove federal funds from the project due to a change in priorities. Funds from this first project would then be moved to the second amendment request: US 40 (Pulaski Highway) Interchange Improvements at MD 715 (Project ID# 65-0803-41). This project is also an amendment to Transportation Outlook 2035 – the 2007 Baltimore Regional Long-Range Transportation Plan – due to an increase in capacity.
In addition, Baltimore City requested a TIP/Transportation Outlook 2035 amendment to extend New Vail Street to the Chesapeake Commerce Center. (Project ID # 12-1040-42).
What is happening to the Intersections near Aberdeen Proving Ground?This project is proposed to be delayed in an effort to advance improvements at US 40 and MD 715. The purpose of this project was to design and construct intersection improvements at key locations along access routes to Aberdeen Proving Ground. Proposed locations included: MD 22 at MD 462, MD 22 at Old Post Road, US 40 at MD 7/MD 159 and US 40 at MD 715.
If approved, the changes would amend the 2010-2013 TIP.
What are the US 40 (Pulaski Highway) Interchange Improvements at MD 715? This project is being advanced and includes construction of interchange improvements to address operational issues at MD 715. The scope of the project also includes some mainline widening along both US 40 and MD 715.
If approved, the changes would amend the 2010-2013 TIP and Transportation Outlook 2035.

What is the New Vail Street Project?This project is to extend New Vail Street approximately 1200 feet north from its current terminus with Keith Avenue. Concept development is now being completed with total design and construction cost is estimated at $25 million. This will provide for oversized/overweight commercial vehicle access directly from the Seagirt Marine Terminal to the Chesapeake Commerce Center, a 184 acre warehouse/distribution and light industrial park now under development. This project will reduce commercial vehicle traffic on Broening Highway, Dundalk Avenue, and Holabird Avenue.
If approved, the changes would amend the 2010-2013 TIP and Transportation Outlook 2035.

A public review period was held from Wednesday, February 10, 2010 through Tuesday, March 16, 2010. No public comments and no requests for public meetings were received during this comment period.
