In spring 1999, Skycomp conducted an aerial photo-survey of highway traffic quality on designated highways in Baltimore. The report provides maps and comments on congestion during both morning and evening rush hours for over 35 highway segments, and provides a baseline of data for evaluating future transportation investment alternatives.
