December 2000
TOC Completes Work
The Transportation Opportunities Committee (TOC), appointed by the BRTB to set regional priorities, presented its report at the BRTB meeting on November 20. Chaired by former Maryland Transportation Secretary William K. Hellmann, the TOC included members from the private sector and community organizations.
Among the TOC's recommendations are:
- Initiating a community-based regional vision that considers land use, economic development and quality of life in the creation of a seamless multi-modal transportation network;
- Adopting a regional transportation needs agenda;
- Asking the Greater Baltimore Committee to convene a coalition of civic, business, environmental and advocacy groups to take the region's transportation agenda to the Maryland Department of Transportation and Maryland General Assembly;
- Improving transit by increasing funding, adding bus service, and improving transit connections;
- Improving the Baltimore Beltway and Intelligent Transportation System (ITS) applications;
- Expanding resources for bicycle and pedestrian travel;
- Establishing a regional transportation management association to increase vehicle occupancy, decrease vehicle miles traveled and contribute to meeting federal air quality standards.
