BRTB updates 2017-2020 Transportation Improvement Program
The Baltimore Regional Transportation Board (BRTB) welcomed comments from Tuesday, May 9, through Friday, June 9, 2017 on updates to the 2017-2020 Transportation Improvement Program (TIP) for the Fixed Location Train Detection and Worker Warning System project; and MD 45: Padonia Road to Wight Avenue project.
The BRTB voted to approve the amendments on Tuesday, June 27. Details of the amendments are below.
FIXED LOCATION TRAIN DETECTION AND WORKER WARNING SYSTEM
The Maryland Transit Administration (MTA) requested an update to the 2017-2020 TIP to include a new project, the Fixed Location Train Detection and Worker Warning System (TIP ID # 40-1702-64). Funding will be used by MTA to install a fixed ZoneGuard system along the entire length of the Light Rail line. An accompanying study will test the proof-of-concept of ZoneGuard, an electronic secondary warning system that alerts work crews on the track of approaching Light Rail vehicles and railroad maintenance machines. The system will remain for MTA use at the study’s conclusion. The intent of the system and study is to provide track workers with enhanced safety measures while working close to Light Rail tracks, and especially in high population areas. This amendment provides $688,000 in federal Section 5312 funds and $2.302 million in matching funds in FY 2017. The total cost of the project is $2.990 million.
MD 45: PADONIA ROAD TO WIGHT AVENUE
The State Highway Administration (SHA) requested an update to the 2017-2020 TIP to include a new project, road resurfacing and rehabilitation at MD 45: Padonia Road to Wight Avenue (TIP ID # 63-1707-11). This project replaces a 24-inch water main and resurface the roadway within the project limits to provide significant improvements to the roadway, as well as improve safety and operations. The project also includes: reconstructing sidewalks, ramps, curbs and driveways; constructing drainage improvements, replacing damaged inlets and cleaning existing storm drains; installing new signage; and, upgrading intersection signal systems. The amendment provides $2.736 million in federal NHPP funds and $1.192 million in state matching funds. Baltimore County will contribute $13.2 million for the utility replacement. The total cost of the project is $17.369 million.
PUBLIC REVIEW AND COMMENT
The public review period ran from Tuesday, May 9, through Friday, June 9, 2017 with a public meeting on Wednesday, June 7, 4:30 p.m., at the Public Advisory Committee (PAC) Policy Subcommittee at the Baltimore Metropolitan Council. Comments were also welcome during the Public Comment Opportunity at the BRTB meetings on Tuesday, May 23 and Tuesday, June 27 (scheduled vote), at 9 a.m.
ABOUT THE TIP
The 2017-2020 TIP is the list of regional transportation projects requesting federal funding in the near term. It includes more than $2.71 billion in proposed federal, state and local money for highway, transit, bicycle and pedestrian projects during the next four years. The funding goes towards maintaining, operating and expanding the transportation system. The TIP is fiscally constrained.
Amendments occur to the 2017-2020 TIP because of changes to project scope and funding or changes to federal documentation policies. Public comment periods and meetings aim to keep communication open regarding these changes.
