On April 27, 2010 the Baltimore Regional Transportation Board adopted Resolution #10-22 to ensure that Disadvantaged Business Enterprises (DBE) have an equal opportunity to participate in the metropolitan transportation planning process. In particular, the BRTB resolved to set an overall DBE participation goal for each fiscal year.
About DBE
The Disadvantaged Business Enterprise (DBE) program is designed to remedy ongoing discrimination and the continuing effects of past discrimination in federally-assisted highway, transit, airport, and highway safety financial assistance transportation contracting markets nationwide. The primary remedial goal and objective of the DBE program is to level the playing field by providing small businesses owned and controlled by socially and economically disadvantaged individuals a fair opportunity to compete for federally funded transportation contracts

On April 25, 2017 the BRTB adopted Resolution #17-20, which set a Disadvantaged Business Enterprise participation goal of twenty-seven point one percent (27.16%) for fiscal year 2018.  In particular, the BRTB adopted the same participation goal as the Maryland Department of Transportation (MDOT), since MDOT serves the same or substantially similar market as the BRTB.
