Every year, the Baltimore Regional Transportation Board develops a
work program for the coming fiscal year. This program, called the UPWP
- Unified Planning Work Program for Transportation Planning,
identifies activities to be completed by staff of the BMC on behalf of
the Baltimore Regional Transportation Board and local and state
agencies between July 1, 2007, and June 30, 2008. |

The UPWP activities
focus on issues such as:
- Bicycle and pedestrian access and safety
- Environmental planning for air and water quality
- Strategies to improve mass transit
- Systems to monitor and evaluate congestion, improve safety, and
increase efficiency
- Transportation needs of the elderly, individuals with
disabilities and low-income residents

A public review period will run through
Tuesday, February 20, 2007. The public is encouraged to share their
thoughts on this draft.

Cecil County Holds Public Meeting to
Discuss Transit Service Changes
Cecil County is holding a public meeting
to discuss proposed service changes to the Perryville to Elkton route.
The meeting will be held Wednesday, February 21, 2007, at the
Perryville American Legion, 300 Cherry Street, Perryville, MD at 10:30
a.m. The proposed changes include eliminating stops on Route 7,
reducing the frequency of service to Perryville Outlets, adding a bus
stop on Route 40, and increasing frequency for service to North East
and Perry Point Veterans Administration Hospital. |

Across
the country ridership on transit is on the rise. In the first nine months
of 2006 ridership grew by nearly 3%.
For those of you interested in trends, the report breaks down the growth
in ridership by size of the population served. The largest ridership
growth was in areas with populations under 100,000.

The American Public Transportation Association released a groundbreaking
new ICF International study, "Public Transportation and Petroleum
Savings in the U.S.: Reducing Dependence on Oil". This study finds
that a two car family that drops one car and opts for public
transportation would save roughly $6,200 a year.
The study also concluded that public transportation has reduced U.S.
gasoline consumption by 1.4 billion gallons a year.

As reported in American Public Transportation Association's Passenger
Transport, voters in 13 states passed nearly two dozen ballot
initiatives supporting transportation. The initiatives authorize roughly
$40 billion in expenditures for transportation related issues. The
states in which initiatives were passed included New Jersey, Rhode
Island, Ohio, Texas, Minnesota, Michigan, Missouri, Utah, Colorado,
Washington, and California.
