Freight Movement Task Force Meeting

BRTB - Baltimore Regional Transportation Board The Freight Movement Task Force is an Advisory Group to the Baltimore Regional Transportation Board.

Our next Freight Movement Task Force meeting will take place on February 19, 2009 from 9:30 to 11:30 a.m. at the Baltimore Metropolitan Council offices.


Transportation Outlook 2035 Amendment Preferred Alternative
BRTB Seeking Public Input
Transportation Outlook 2035
After several months of public outreach and involvement, the BRTB is pleased to present, for public review and comment, the draft preferred alternative for the amendment to the Baltimore region's long-range transportation plan, Transportation Outlook 2035: Creating a Blueprint for the Baltimore Region's Future

This draft preferred alternative proposes $225 million in funding for regional transit projects, beginning in the year 2020.

The mix of projects includes:
  • Green Line Transit - Preliminary Engineering

  • Park-and-Ride spaces - averaging $10,000/space for 2,000 spaces in Anne Arundel, Baltimore, Harford, and Howard counties

  • Carroll County - transit vehicles and amenities

  • Intermodal Facilities /MARC stations/ Transit Oriented Development (TOD) 

  • $10 million/facility average, 3 of 4 (smaller type facilities such as bus to bus: Central Maryland Transit Operations Facility (CMTOF), Columbia, Snowden Square, Parole)

  • $20 million/facility average (larger type facilities such as rail to rail or bus:  Lexington Market, or other Baltimore City location)

  • MARC station(s) not currently included in TO2035, i.e. Odenton, West Baltimore, or East Baltimore Development Initiative (EBDI))

  • Dedicated bus lanes - in congested corridors such as I-695,  MD 152, US 29, MD 2

In response to public comment, the projects included in this amendment focus on ways to make the regional transit system more user-friendly and attractive to a broader segment of the region's population and workforce. This amendment will not affect currently funded projects in Transportation Outlook 2035 which was adopted in November 2007.
 
A public input period will be held from Tuesday, December 16, 2008 through Friday, January 23, 2009.  During this time, public comments will be accepted by mail, fax, online, and in person at a public meeting.   Written comments must be received no later than 4:30 p.m. on Wednesday, January 28, 2009.

America's Marine Highway Program Seeks Recommendations
 
Marine Highway LogoThe Energy Independence and Security Act of 2007 required the Secretary of Transportation to establish a short sea transportation program to mitigate landside congestion. America's Marine Highways Program is designed to integrate our coastal and inland waterways into the nation's surface transportation system, and to reduce congestion, improve air quality and provide other public benefits by supporting increased use of these waterways.
 
The current Interim Final rule solicits comments on the structure of the program and seeks recommendations from public entities for designation as "Marine Highway Corridors" by February 6, 2009.
Final Environmental Impact Statement on LNG and Pipeline Project Now Available
 
A final environmental impact statement (EIS) for the AES Sparrows Point LNG, LLC and Mid-Atlantic Express, L.L.C. (collectively, AES) Sparrows Point LNG and Mid-Atlantic Express Pipeline Project is now available.

The liquefied natural gas (LNG) terminal is proposed for an industrial port setting on Sparrows Point, in Baltimore County, Maryland, and consist of facilities capable of unloading LNG ships, storing up to 480,000 cubic meters (m3) of LNG, vaporizing the LNG, and sending out natural gas at a baseload rate of 1.5 billion cubic feet per day (Bcfd). The pipeline would include about 88 miles of 30-inch-diameter natural gas pipeline (about 48 miles in Maryland and 40 miles in Pennsylvania), ending in Eagle, Pennsylvania.

Port of Baltimore continues to diversify
 
A 10-year contract was signed on December 4th between the Port and UPM, a Finnish paper company.  "The total value of the cargo moving through the port last year was $41.9 billion, up $5 billion over 2006..." 
National Gateway project links Mid-Atlantic Ports to the Midwest
 
National GatewayCSX's proposed National Gateway would create a double-stack transportation corridor connecting manufacturing centers in the Midwest with deepwater ports on the East Coast.

The National Gateway is a $700 million public-private partnership that would allow increased use of double-stack trains through upgrades to tracks, equipment and facilities, and improved clearances. 
Obama picks Rep. LaHood for DOT Secretary

President-elect Barack Obama has selected Republican Rep. Ray LaHood (R), of Illinois as his Secretary of Transportation. 

LaHood, 63, is retiring from the House of Representatives after 14 years in office.  LaHood is a member of the Appropriations Committee and a former member of the Transportation and Infrastructure Committee; he has an interest in freight issues. 

As transportation secretary, he will play a key role in determining a new national transportation policy, and deciding how to implement billions of dollars in infrastructure investment in the upcoming economic stimulus and highway reauthorization bills.  LaHood will be important in the new administration's crafting of a public works program to stimulate the struggling economy.
