PUBLIC COMMENT: AMENDMENT TO 2010-2013 TIP |
Changes to two
projects in Harford County and Baltimore City being
proposed |

The Baltimore Regional Transportation Board (BRTB) has
received requests from the Maryland Department of Transportation (MDOT) and the
City of Baltimore to amend Transportation Outlook 2035, the Long-Range
Transportation Plan, and the Transportation Improvement Program (TIP).
MDOT's request is to shift federal funds from intersection improvements at
Aberdeen Proving Ground to improvements at the intersection of US 40 (Pulaski
Highway) and MD 715. This project includes some widening along both US 40 and MD
715 and will improve traffic flow through the intersection.
Baltimore City asks that New Vail Street be extended approximately 1,200
feet north from Keith Avenue to the Chesapeake Commerce Center. The Chesapeake
Commerce Center is a 184-acre warehouse/distribution and light industrial park
now under development. This project would reduce commercial vehicle traffic on
Broening Highway, Dundalk Avenue and Holabird Avenue.
A public review period will be held through Tuesday, March 16,
2010. Public meetings in Baltimore City and Harford County will be held
upon request to discuss the projects and accept public comments. Requests for a
meeting will be accepted until February 26, 2010.

REVIEW STARTS FRIDAY ON REGIONAL WORK PLAN |
Public
encouraged to review and comment on Unified Planning Work
Program |
 Every year, the BRTB develops a work program for the coming
fiscal year. This program, called the UPWP - Unified Planning Work Program for
Transportation Planning, identifies activities to be completed by staff of the
BMC on behalf of the BRTB as well as local and state agencies between July 1,
2010, and June 30, 2011.
The UPWP activities focus on issues such
as:
- Development of a long-range transportation vision and plan
- Coordination of planning activities to support public transit
- Planning for air quality due to the region's non-attainment status
- Systems to monitor and evaluate congestion, improve safety, and increase
efficiency
- Transportation needs of the elderly, individuals with disabilities and
low-income residents
- Bicycle and pedestrian access and safety
A public review period will be held from Friday, February 26 through
Friday, March 26, 2010. The public is invited to review and comment on the
proposed regional transportation planning activities. Find out how using the

That's more money for our neighborhoods, schools, road, public safety, the
environment and more. It's easy, it's important and the information you provide
is safe and confidential. It isn't shared with any other government entity.
Watch for your Census form in the mail, fill it out and send it in! As a
region, we move forward when you send back the form.

PlanMaryland - a new planning process being implemented by
the MD Department of Planning - is designed to create a better and more
sustainable future for Maryland.
During the first half of 2010, MDP will host a
series of PlanMaryland public forums throughout the Baltimore region and
statewide. Each forum will feature facilitated activities and small table
discussions that will engage residents and other stakeholders in helping to cast
a better vision for Maryland's future.
Public forums currently scheduled for the Baltimore region include the
following. Additional meetings may be scheduled, so be sure to check the full
schedule at the MDP web site (link below).

Mount Washington Eco-Fair -
Saturday, February 27 The Baltimore Neighborhood Energy Challenge (BNEC)
will host its first annual Mount Washington Eco-Fair on Saturday from 10 am to 2
pm at Mount Washington Elementary School (1801 Sulgrave Avenue). Residents will
have the opportunity to sign up for energy-saving services for their homes
while also learning about new technology, products, and services that help
reduce home energy use. BNEC is a joint effort of the Baltimore Office of
Sustainability and Baltimore Community Foundation.

Baltimore Transit Oriented
Development Summit - March 11
The Central Maryland Transportation Alliance is hosting a TOD
Summit on Thursday, March 11th from 7 to 9 pm at the John Rangos Building (855 N
Wolfe Street, Baltimore). The event seeks to identify ways to transform the
region to move greener and grow smarter by encouraging vibrant, walkable
communities near transit stations. Speakers include Shelley Poticha, US Dept of
Housing and Urban Development; Scott Levitan, Forest City - New East Baltimore
Partnership; Joe McNeely, Central Baltimore Partnership; and Senator Catherine
Pugh, Maryland General Assembly (invited).

Transportation Equity Network Annual
Conference- March 15-16 On March 15-16, advocates will gather in
Washington, DC for Transportation Equity Network's Annual Conference, "A Seat
at the Table." This exciting conference features advocacy and transportation
workshops, the 2010 Rosa Parks Award Ceremony, inspiring speakers, Capitol Hill
visits, and a Field Hearing in Prince George's County.

Neighborhood Emergency
Preparedness - March 16 to April 20
A program teaching residents how
to take care of families and neighbors during the first 72 hours after a
disaster is coming to Cockeysville. The Neighborhood Emergency Preparedness
Program, sponsored by the Baltimore County Office of Homeland Security and
Emergency Management, will be conducted at the Cockeysville Volunteer Fire Co.,
11210 York Road. The six-week program begins March 16 and will be held on
consecutive Tuesdays, ending April 20. The classes will be from 7-9 p.m. In
addition to CPR and first aid, topics include basic fire suppression and fire
safety, natural disasters and technological hazards, crime prevention, volunteer
mobilization training and volunteer opportunities. Participants may register
online, or call the county's Volunteer Office, 410-887-2715.

Save the date! Bike to Work
Day is May 21st!
Last year over 1,000 people registered to ride on
Bike to Work Day and join others at rallies throughout the region. This year,
Bike to Work Day 2010 will be held Friday, May 21st. It looks to be even more
exciting with new events and more opportunities to get out there and ride.
