| REGIONAL
LEADERS LAUNCH PEDESTRIAN SAFETY CAMPAIGN |
| Campaign
seeks to reduce injuries and deaths in the
region |
 The Baltimore Metropolitan Council,
along with the Maryland State Highway Administration's Highway Safety Office
(MHSO), recently launched the Street Smart Pedestrian Safety Campaign.
Throughout the campaign, drivers, pedestrians, and cyclists will be urged
to look out for one another and obey the rules of the road, such as "Stop/Yield
for Pedestrians", "Wait for Walk", "Cross after the Bus leaves the Stop", and
"Obey Signs and Signals." Why Street Smart is important to
our region
Overall, the Baltimore metropolitan region averages 1,700 pedestrian and
500 bicycle crashes, resulting in an average of 50 fatalities per year. In
2008, in the Baltimore region:
-
231 lives were lost
- 23,574 people were injured
- 50,096 crashes were reported
- 44 pedestrians lost their lives
-
4 bicyclists died
34% of all pedestrian and bicycle crashes in Maryland occur in Baltimore
City.
The Baltimore region represents 39% of all fatalities and more than half
the crashes and injuries across the state.
The Street Smart Baltimore region campaign will include outreach on
local MTA buses and radio spots this Fall and next Spring. Street Smart
will also work with local law enforcement to raise awareness of the rights
and responsibilities of drivers, pedestrians, and bicyclists to look out for one
another on the roadway.
Be Street
Smart! Here are a few tips about how you can be Street Smart
- as a driver, a pedestrian, or a cyclist!

Drivers - STOP for pedestrians in
crosswalks. Yield to pedestrians & cyclists when turning. Look before
opening your car door.

Pedestrians - Use crosswalks, obey
signals, and cross at intersections. Before crossing, look left, right, then
left again.

Cyclists - Ride with traffic to avoid
potential crashes. Always wear a helmet: Helmets dramatically reduce the risk of
head injury in a bicycle
crash.
Learning to be Street Smart reminds us of the importance to use crosswalks,
obey signals, and Share the Road before it's too late.

 Every year the
region's elected officials gather to discuss transportation issues and concerns
at an evening meeting of the Baltimore Regional Transportation Board. This
important meeting also provides the public a chance to share their ideas for our
region's transportation system.
Please join us at the next BRTB meeting on Tuesday October 27, 2009
at 5 p.m. Members of the public who would like to address the Board
during the Public Participation Opportunity are encouraged to register at the
meeting or call Regina Aris at 410-732-9572 prior to the date of the meeting.

| NEW TRANSIT OPTIONS IN ANNAPOLIS AND HARFORD
COUNTIES |

Downtown Annapolis is now a
free fare zone
Now, visitors to Annapolis can board free on
Annapolis Transit buses in the downtown area. All Annapolis Transit bus stops
between Compromise Street (on the Annapolis side of the Spa Creek Bridge) and
Westgate Circle are part of the city's Free Fare Zone.
Annapolis Transit also operates
two FREE shuttles from the Navy-Marine Corps Stadium: Navy Blue & State
Shuttle. The Navy Blue Shuttle offers the best way for visitors to experience
Annapolis without having to drive. Navy Blue goes to Historic Annapolis and
Inner West Street. The State Shuttle makes a constant loop between Navy Stadium
and the legislative buildings. Although primarily a commuter tool for the
hundreds of state employees located in Annapolis, anyone can catch the State
Shuttle to access stadium parking.

Harford Transit: Creating New
Freedom
Nearly 5,000 households (5.3%)
in Harford County do not have a vehicle. Harford Transit works daily to provide
bus service to those in need, as well as create an alternative method of travel
to those who wish to help the environment and save on gas costs associated with
their private vehicles.
To better serve those in need of
transit, Harford Transit recently announced a new Demand Response Service, with
evening hours offered Monday through Friday from 4 to 9 p.m., for senior
citizens, individuals with disabilities, and low-income wage earners.
In addition, Harford County
increased its commitment to transit by adding six new buses to Harford Transit's
fleet. This will enable Harford Transit to better serve local residents. Learn

Public Hearing: Equal Rights for Bikes Task Force - Friday, October
23
The Baltimore
City Council will conduct a hearing on the Equal Rights for Bikes Task Force,
currently up for consideration by the Baltimore City Council, on Friday, October
23rd at 12:30 p.m. in Du Burns Council Chamber, 4th floor, City Hall. The
purpose of this task force would be to work within the Bicycle Master Plan to
promote a safety program for 4-wheel and 2-wheel vehicles by clarifying rules of
the road for all vehicular traffic, creating a system for monitoring
bicycle-involved incidents, recommending bicycle safety initiatives for the
City, and encouraging dissemination of information on bicycle safety throughout

Sunday Streets in Roland
Park - Sunday, October 25 Baltimore's first Cyclovia event will be
Sunday, October 25 from 8 a.m. to 1 p.m. in Roland Park. A Cyclovia is a Spanish
term meaning "bike path" and has been used in Latin America to refer to events
that temporarily close a street to cars for use by bicyclists and
pedestrians. Sponsored by the Roland Park Civic League, Roland Avenue will be
transformed into a temporary park between Cold Spring Ln and Northern

Southeast Bicycle Network -
Wednesday, October 28 The Southeast Bicycle Network will be unveiled
Wednesday, October 28th 6:30 p.m. at the Southeast Anchor Library. See what new
bike facilities will be coming to Highlandtown, Canton, Fells Point, Little
Italy and points in between.
Be Bright, Be Seen Safety
Rally in Annapolis - Thursday, October 29
The City of Annapolis in
partnership with the Annapolis Bicycle Racing Team (ABRT) invites you to join
other riders at the BE BRIGHT, BE SEEN Safety Rally on Thursday, October 29 from
4:30 to 6:30 p.m. at the City Dock, Market House. The first 80 registrants to
attend will receive a bicycle light set. There will also be door prizes,
refreshments, and free bicycle tune-ups, as well as assistance mounting light
sets provided by local bike shops. On-site registration available, but

Transportation Policy Forum
After National Health Care reform, the next big
issue for legislators, the White House, and stakeholders from around the country
could be Transportation Reform. How should Congress allocate a possible $400 -
500 billion in transportation funds over six years? Will public transit and
other transportation choices receive enough funding?
Citizens Planning and Housing
Association invites you to learn the latest about the federal transportation
debate and how it affects Maryland, as well as a new "Transportation for
Maryland" coalition, at a forum on Monday, November 2, at 6:30 p.m. at
the CPHA office. The event will feature speakers from the Central Maryland
Transportation Alliance, 1000 Friends of Maryland, BRIDGE, CPHA, and

Sustainable
Transportation: Why it's good for Downtown
On Thursday, November
5, at 8:30 a.m., local and state transportation experts will discuss the use
and connection of sustainable methods of urban mobility such as biking, walking,
car sharing, and public transportation like the circulator and water taxi.
With downtown Baltimore at the
center of most transportation activity in the region, the discussion will also
focus on how urban transportation impacts companies and their employees, the
livelihoods and lifestyles of residents and the economic vibrancy of downtown.
In this context, the goal of the breakfast is to address the opportunities and
challenges that will need to be tackled to help improve and connect downtown's
sustainable transportation to further future growth.
Confirmed Speakers include:
Beverley K. Swaim-Staley, Secretary of the Maryland Department of
Transportation; Dr. Gerrit Knaap, Director of the National Center for Smart
Growth Research and Education, Univ. of Maryland; Otis Rolley III, President and
CEO of the Central Maryland Transportation Alliance; and Beth Strommen, Director
of the Office of Sustainability, Baltimore City Department of Planning.

The Great City-Poly Plant-Off and FREE Tree
Giveaway - Saturday, October 24 On Saturday, October 24th from 9 a.m. to
noon, TreeBaltimore will partner with City College and Polytechnic High
Schools, Constellation Energy, the Jones Falls and Herring Run Watershed
Associations, and a host of community sponsors and volunteers to plant trees at
both City and Poly High Schools. FREE trees will also be available for City
residents. Varieties include Red Oak, Willow Oak, Redbud and River Birch. One
tree can make a difference. Where will you plant yours?
TreeBaltimore is a part
of the Mayor's Greener Baltimore initiative that seeks to double Baltimore's

Baltimore Green Works
Projects in the Park - Saturday, October 24
Historic Fort Armistead has been
overtaken by invasive plants and Baltimore Green Works is seeking volunteers to
help clean up the park. Join BGW for an engaging day of volunteer service at
Fort Armistead Park (3999 Fort Armistead Road) on Saturday, October 24 from 9
a.m. to 1 p.m. Volunteers will participate in a shoreline cleanup, invasive
removal, tree work, and more!

Transportation Board Meeting - Tuesday, October 27
The Howard
County Public Transportation Board will meet on Tuesday, October 27 at 7 p.m. at

Carroll County Pathways Planning Commission Work Session
- October 27 & 29 The Carroll County Planning and Zoning Commission
will hold two work sessions from 6:30 to 9 p.m. on Tuesday, October 27 and
Thursday, October 29 in Room 003 at the County Office Building to review and
discuss comments received from a 60-day review period and public hearing. The
sessions will be televised on cable channel 24 and both streamed (live) and
archived on the county's web site, ccgovernment.carr.org (under Video Library &
Agendas). The work sessions will not include any additional time for public
comments.

As part of the
development of the statewide Consolidated Transportation Program (CTP), the MD
Department of Transportation (MDOT) visits each jurisdiction in the state for an
annual meeting. This series of meetings is also known as the Annual Tour.
The CTP presents detailed listings and descriptions of the capital
projects that are proposed for construction, or for development and evaluation
during the next six-year period.
Each year, this report is developed in
draft form and presented to every county and Baltimore City during the fall.
Following distribution of the draft document, MDOT representatives visit each
jurisdiction, both to present and to receive comments. Following these
meetings, a State Report on Transportation is prepared in final form for
presentation to the General Assembly in January.
