OPEN FOR REVIEW: LIMITED ENGLISH PROFICIENCY PLAN

The Baltimore Regional Transportation Board has released the Draft Limited English Proficiency (LEP) Plan for public review.

The intent of this plan is to ensure that where substantial numbers of residents of the Baltimore region exist, who do not speak or read English proficiently, these LEP individuals have access to the planning process and published information, and that public notification is provided in other languages. The draft plan includes a four-part analysis and a plan for providing services to LEP individuals.

Public Review and Comment

A public review period will be held from Wednesday, August 29, 2007 through Thursday, October 4, 2007. The public is encouraged to review the draft LEP plan and submit comments by 4:30 p.m. on October 4th.

No public meeting is scheduled at this time, however a meeting will be held if requested. To request a meeting on the draft LEP plan, please contact Monica Haines at mhaines@baltometro.org or 410-732-0500 x1047.

To share your thoughts and ideas, please submit all comments in writing to the address below. Comments can also be submitted via the online public comment form.

TRANSPORTATION OUTLOOK 2035 UPDATE

The BRTB recently completed a public review of the draft plan for Transportation Outlook 2035 - the next long-range transportation plan for the Baltimore region.

During that time, meetings were held in each jurisdiction to provide information and gather comments.  A meeting with elected officials was also held on August 28th.  Over 85 people attended this meeting to share their comments or learn more.

In addition, nearly 90 individuals and organizations submitted comments on the draft plan.  The BRTB is currently reviewing these comments and determining how to proceed.

RED LINE CITIZEN ADVISORY COMMITTEE MEETS NEXT WEEK

The first meeting of the Red Line Citizens’ Advisory Council (CAC), created by the Maryland General Assembly, will take place on Thursday, September 27, 2007.  This committee is tasked with advising the MTA on the potential impact, economic opportunities, and community concerns of the Red Line Project.

PUBLIC MEETING ON WATER QUALITY IN THE MONOCACY RIVER

In response to a request by the Carroll County Board of County Commissioners, the Maryland Department of the Environment will hold an informational meeting this Thursday, September 20, 2007 about water quality in Double Pipe Creek and the Monocacy River basin.

At the meeting, representatives of MDE will provide an overview of the Total Maximum Daily Loads (TMDLs) of certain pollutants proposed for the two bodies of water. Afterward, questions will be accepted from those in attendance. TMDLs are required under the federal Clean Water Act.

Thursday’s meeting will begin at 3 p.m. in Room 003 of the Carroll County Office Building (225 North Center St., Westminster, MD 21157). The public is invited to attend.

CONSTRUCTION CONTINUES ON I-95 EXPRESS TOLL LANES

The MD Transportation Authority (MdTA) has begun another phase of the I-95 Express Toll Lanes Project as construction starts on two new ETLs in each direction of I-95 between Chesaco and Kenwood Avenues, a distance of approximately 1.5 miles. The existing bridge at Chesaco Avenue will be extended and the Chesaco and Hazelwood Avenue bridges will be partially reconstructed.  I-95 Express Toll Lanes

Once complete, the new ETLs will be located in the existing median area and will be separated by a traffic barrier from the four general-purpose lanes in each direction.  This phase of the ETLs project is expected to last three years, with completion in 2010.

MdTA will host an open house next week to provide the public with the latest updates on the project and to answer questions.

CARROLL COUNTY OFFERS REVERSE 911 TO CELL PHONE USERS

Residents and businesses in Carroll County whose primary telephone service is cellular or Internet-based can now register to have their phone number included in the emergency notification system.

The system, often referred to as Reverse 911®, is managed by the County’s Office of Public Safety Support Services. It is used to contact people in the event of an emergency, such as evacuations, natural disasters, water contamination, or missing persons alerts. All traditional telephone lines are automatically included in the service.

CELEBRATE LEAKIN PARK'S 150 YEARS OF HISTORY

Mark your calendar for Saturday, October 6th and Sunday, October 7th for the anniversary celebration of the Thomas Winans' estate in Leakin Park, built in 1857. 

The two-day festival will include a special dedication of the chapel to Celeste Winans, for whom the chapel was originally built.

Participants will learn about the history of the park, the estate, the Russian Railroad from Moscow to St. Petersburg, and the Leakin family for whom the park was named.

Family friendly activities include hayrides, miniature train rides, guided hikes and bike rides on the Gwynns Falls Trail, and musical performances.  Food, arts and crafts vendors, and community and neighborhood organizations will also be on hand.   Admission is $5. Children under 8 are free.

MARC RIDERS ADVISORY COUNCIL TO MEET THURSDAY

The next MARC Riders Advisory Council meeting has been scheduled for Thursday September 20, 2007 at 4:30 p.m. in Room 283 of the Hall of the States, 444 North Capitol Street, N.W. in Washington, D.C. The meeting will include discussion of the Council's Internet web page and other issues.
