After many months of analysis, planning, and discussion, the BRTB has
released the draft plan for Transportation Outlook 2035 for public review. This
plan includes over 80 highway, transit, bicycle and pedestrian projects, worth
over $8 billion dollars.

A Blueprint
For The Region's Future: A Multi-Modal Approach Draft Plan Released for Public Review

The BRTB has released a draft plan for Transportation Outlook 2035 - the
next long-range transportation plan for the Baltimore region.
This draft includes over90 transportation projects worth $8.7 billion
dollars and will serve as a blueprint for the Baltimore area by identifying the
ways the region plans to invest in the transportation system over the next few
decades.
The process for developing the plan involved a series of steps,
including the development of some guiding goals, an analysis of available
funding over the next 25 to 30 years, and an exploration of the expected
socio-economic changes the region will experience.
Additionally, all of the local jurisdictions in the region worked with the MD
Departments of Transportation, Planning, and the Environment to come up with a
list of projects to be included in the draft plan.
The first group of projects has been identified as "Regionally Significant"
or of critical importance to all jurisdictions in the region. Six highway and
transit projects are included on this list.

A second group of projects is more locally oriented
and includes:
- 5 Transit Projects
- 46 Highway and Interchange Projects
- 29 Bicycle & Pedestrian Projects
- 4 Management and Operations Projects
Additionally, three highway projects were identified by the MD Transportation
Authority (MdTA). Although MdTA is not requesting federal funds, these projects
are included for consideration in the regional travel model and for air quality
analyses. |

| Projects included in the draft plan either add to or enhance
the existing transportation system. Additional projects and programs that
contribute to the preservation and operation of the transportation system are
not included in this plan.
In compliance with federal law, all of these projects have
beenmodeled to ensure they meet air quality conformity requirements. The
results of this air quality analysis are available on the BMC web site. In
addition, all projects included in this list will be built to the current
Americans with Disabilities standards.

The draft plan for
Transportation Outlook 2035 is now open for public review and comment. A comment
period will run through August 29, 2007. During that time a series of public
meetings will be held throughout the region. These meetings will allow members
of the public to learn more about the draft plan and share their thoughts.

Clearing the Air
Air quality report looks at the impact of transportation projects
on region's air quality |

The Baltimore Regional
Transportation Board (BRTB) has also released an air quality report looking at
the potential impact various transportation projects could have on the region's
air quality. The Final Draft Air Quality Conformity Determination addresses two
draft plans, also out for public review: The Draft Plan for Transportation
Outlook 2035 and the Final Draft FY 2008-2012 Transportation Improvement
Program.
This report concludes that
implementation of the projects in Transportation Outlook 2035 and the 2008-2012
TIP does not worsen the region's air quality or delay the timely attainment of
national ambient air quality standards. The factors addressed in the conformity
determination include ozone, fine particulate matter, and carbon monoxide.
