Planning continues for Transportation Outlook 2035 - the next
long-range transportation plan for the Baltimore region. To date, over 125
local and regional projects have been submitted for consideration in the plan.

The first draft list of projects for Transportation
Outlook 2035 have been submitted to the BRTB for their review and consideration.
How are projects
submitted?
All of the local jurisdictions in the Baltimore region (Anne Arundel,
Baltimore, Carroll, Harford, and Howard Counties, as well as the Cities of
Baltimore and Annapolis) in conjunction with the Maryland Department of
Transportation submit a list of projects to be considered for Transportation
Outlook 2035.
This list also includes projects submitted from the MD Transportation
Authority (MdTA). Although MdTA is not requesting federal funds,these projects
are included for consideration in the regional travel model and air quality
analyses. |
What kinds of projects are
included?
Transportation Outlook 2035
projects include transit, bicycle, pedestrian, and local road orhighway
projects. In addition, for the first time, "management and operations" projects
are included in this list. These are projects such as signal timing or
real-time traveler informationthat help the transportation system run smoothly
and efficiently.
At this time there are also six
regionally significant highway and transit projects on the list. Regionally
significant projects are classified as critically important to all jurisdictions

Working Together To Build A Better Transportation
System
Collaboration is an essential part of the
transportationplanning process
As work continues on
Transportation Outlook 2035, the BRTB is considering new metropolitan
planning rules, which go into effect on July 1, 2007.
These regulations were developed as part of new federal transportation
legislation called SAFETEA-LU (Safe, Accountable, Flexible, Efficient
Transportation Equity Act: A Legacy for Users).
What are some of the planning requirements under
SAFETEA-LU?
SAFETEA-LU requires that the BRTB, as the metropolitan
planning organization for the Baltimore region, carry out a continuing,
cooperative, and comprehensive multi-modal transportation planning process. To accomplish this, the BRTB coordinates with
the state department of transportation, transit operators, and other key stakeholders in the regional transportation
system. |

SAFETEA-LU also asks that long-range plans, such
as Transportation Outlook 2035, include projects, strategies, and
services that:

Supports the economic vitality of the
metropolitan area;
-
Increases the safety of the transportation
system for all users;
-
Increases the security of the transportation
system for all users;
-
Increases accessibility and mobility of
people and freight;
-
Protects and enhances the environment,
promotes energy conservation, improve the quality of life, and promote
consistency between transportation improvements and State and local planned
growth and economic development patterns;
-
Enhances the integration and connectivity of
the transportation system, across and between modes, for people and freight;
-
Promotes efficient system management and
operation; and
-
Emphasizes the preservation of the existing
transportation system.

The Baltimore Regional Transportation Board
(BRTB) has just completed public review period for a first draft list of
projects submitted for the FY 2008-2012 Transportation Improvement Program. The
TIP is a list of transportation priorities and projects that are requesting
federal funding over the next 5 years.
In
July, a final draft list of projects and full documentation will be released for
