Vision 2030
Vision 2030 was launched in the summer of 2001 in an effort to involve residents, businesses and government in reaching consensus on a clear, consistent and realistic vision for the future of the Baltimore region over the next ten, twenty and thirty years. The process included six steps:
Step 1 – Understanding the Region
July-August 2001

Regional trends analysis
Step 2 – Involving Stakeholders

Regional Workshop

Development of subcommittees on the Environment, Social Equity, Economic Development, and Government and Public Policy
Step 3 – Prototypical Development Patterns, Scenarios and Indicators October 2001 – March 2002

Development of patterns, scenarios and indicators to illustrate the appearance of future development choices and quantify their impact on the region
Step 4 – Public Meetings April-May 2002

A series of 17 meetings attended by more than 500 residents, who evaluated the prototypical development patterns and participated in facilitated brain-storming sessions to gather ideas for the future of the region
Step 5 – Developing Vision Strategies and Statements

Condensing the thousands of ideas generated in the public meetings into 15 vision statements and more than 100 strategies
Step 6 – Testing the Vision Statements and Strategies

Regional Telephone Survey of 1,203 randomly selected residents to test core values and strategies with the public

Community Choices Workshop to fine-tune the vision strategies and statements
