
Local Planning
Local comprehensive and master plans provide policy guidance for decisions related to land use, growth, transportation, and a number of other related issues. Getting involved in the local planning process is a great way to suggest new projects or get your voice heard on which projects you think should move forward.
Here is a list of links to local planning initiatives for each of the jurisdictions in our region:

Anne Arundel County — Information about Anne Arundel County’s General Development Plan, now being updated from the one adopted in 1997, can be found at www.aacounty.org/PlanZone/LongRange/GDP.cfm.

Annapolis — The Annapolis Comprehensive Plan was last updated in 1998. A new 2008 plan is nearing completion.

Baltimore City - The Baltimore City Department of Planning focuses on a number of areas, including land use, urban renewal, community planning, transportation, and transit oriented development. A full list of all planning initiatives in Baltimore City can be seen on their web site.
Baltimore City’s Transportation Strategic Plan—Keeping Baltimore Moving Safely, Now and in the Future, which provides policy direction for transportation services and facilities in the City, was adopted in March 2003.
The City has initiated a new Comprehensive Master Plan process titled Live, Earn, Play, Learn to direct economic growth and quality of life initiatives for the next 10 years.

Baltimore County — The Baltimore County Department of Planning works on a variety of planning issues, including community planning, zoning, and historic preservation. A full list of all planning initiatives in Baltimore County can be seen on their web site.
Baltimore County’s Master Plan 2010 was adopted by the Baltimore County Council on February 22, 2000. The full plan can be downloaded here.

Carroll County — Carroll County Challenges and Choices: A Master Plan for the Future was adopted by the County Commissioners on December 20, 2000.
Currently, Carroll County is working on developing a Comprehensive Plan: Pathways to Carroll’s Future Landscape. To learn more or get involved, visit www.carrollpathways.org.

In 2004, Harford County completed the 2004 Master Plan and Land Use Element Plan. Details can be viewed on the Harford County web site. For questions or comments on the land use plan, email landuseplan@harfordcountymd.gov.
