Coordinated Transportation Plan
Open for Public Review: Update to the 2007 Baltimore Area Coordinated Public Transit-Human Services Transportation Plan
The BRTB is seeking comments on a Draft Update to the 2007 Baltimore Area Coordinated Public Transit-Human Services Transportation Plan.
The purpose of the Coordinated Public Transit-Human Services Transportation Plan is to:
- identify the transportation needs of individuals with disabilities, older adults, and people with low incomes;
- provide strategies for meeting those local needs; and
- prioritize transportation services for funding and implementation.
This draft update was developed by performing a “gaps in service” assessment through a public survey, meetings with a regional coordinated planning committee, and a review of local transit development plans.
Changes to the 2007 Plan must be completed prior to the FY 2012 & FY 2013 Job Access and Reverse Commute (JARC) and New Freedom grant solicitation that is expected to be issued by the end of September 2010. Projects selected for these grants must be derived from the Coordinated Plan.

2007 Coordinated Transportation Plan
This plan meets SAFETEA-LU's federal planning requirement for the Federal Transit Administration's Section 5310 (Elderly Individuals and Individuals with Disabilities), Section 5316 (Job Access and Reverse Commute -- JARC) and Section 5317 (New Freedom) Programs of developing a locally coordinated public transit - human services transportation plan. This plan will be used by the BRTB to review applications for the Job Access Reverse Commute and New Freedom grants. Projects must come from this coordinated plan to be considered eligible for federal funding under these two programs.
In developing this plan a regional forum was held on March 26, 2007, to gather input from interested parties. A Regional Coordinated Planning Committee was created to shape the final plan and was supported by participants from the forum.
