2007 Regional Traffic Signal Forum


The Traffic Signal Subcommittees of the Baltimore Regional Transportation Board (BRTB) and the National Capital Region Transportation Planning Board (TPB) conducted a Baltimore-Washington Regional Traffic Signal Operations Forum on Wednesday, March 14, 2007 at the Maritime Institute in Linthicum, Maryland. The forum was sponsored by the Federal Highway Administration as part of their on-going efforts under Management and Operations to highlight the importance of signal operations in tackling regional congestion.

The signal forum was attended by over 150 signal engineers, technicians, managers, consultants, sponsors and exhibitors from around the Maryland, Washington, DC, and Northern Virginia region. Ms. Diane Schwarzman and Mr. Doug Hansen, chairs of the BRTB and TPB signal subcommittees, respectively, kicked off the forum with opening remarks.

Mr. Tom Hicks, Director, Office of Traffic and Safety, Maryland State Highway Administration, Mr. Soumya Dey, Deputy Associate Director, DDOT, and Mr. Raymond Khoury, State Traffic Engineer, VDOT, briefly highlighted major activities under signal operations in each of their jurisdictions.

The keynote address was delivered by Ms. Regina McElroy, Director, Office of Transportation Operations, Federal Highway Administration (FHWA). Ms. McElroy talked about the USDOT Congestion Initiative and highlighted six key features that include relieving urban congestion and promoting operational and technological improvements under which traffic signal timing is a key element.

The program included nine breakout sessions on topics ranging from signal timing, equipment/technology, resources/training, standards, systems integration, detection, studies, maintenance, and regional projects.

The forum also attracted a number of sponsors and exhibitors. The exhibitors include Econolite, J.O. Herbert Co., Inc, Dialight, Control Technologies, RGA, Inc., Sensys Networks, and Traffic & Systems Technology.

This forum follows two similar workshops in 2004 and 2005 conducted in the Baltimore region. Attendees appreciated the opportunity hear presentations on various signal related issues as well as demonstrations of new equipment and technology. The BRTB signal subcommittee hopes to conduct these forums on an on-going basis to continue to dialogue on signal operations throughout the region.
