Message from the Board
Welcome to the Baltimore Metropolitan Council – the place where we share our thoughts and ideas, and where members of our staffs collaborate on plans, programs and strategies.  You may be surprised at the depth and breadth of what BMC does.  Be sure to check out the “Get Involved” section, and see how you can help us make the Baltimore region a safer, healthier and more prosperous place to live, learn, work and play.

Ken Ulman, ChairHoward County Executive

Ken Ulman, Howard County Executive The Honorable Ken Ulman was elected Howard County Executive on November 7, 2006. He previously served on the County Council representing District Four. In 2005, Ken received the Omega Psi Phi Public Service Award in recognition of his leadership and his work to improve Howard County. Ken is also an attorney who managed his own law firm in Columbia and focused his practice in the areas of estate planning and elder law. A graduate of Centennial High School. Ken received a B.A. in government and politics from the University of Maryland, College Park, and a J.D. from Georgetown University Law Center. Ken lives in Columbia with his wife, Jacqueline, and their young daughters, Madeline and Lily. More on Howard County web site>>>

John R. Leopold, Vice ChairAnne Arundel County Executive

John R. Leopold, Anne Arundel County Executive John Robinson Leopold became the seventh Anne Arundel County Executive on December 4, 2006, after representing District 31 in the Maryland House of Delegates for 20 years. A native of Philadelphia, Executive Leopold lived for many years in Hawaii, where he served in the Hawaii State House of Representatives and Hawaii State Senate. In 2000, the National Republican Legislators Association named Mr. Leopold Legislator of the Year. Before graduating from Hamilton College in 1964, Mr. Leopold played baseball and soccer at the college. He later taught English and coached soccer at a private school in Honolulu, HI. Mr. Leopold is also an accomplished artist. His paintings have appeared in art shows in Philadelphia and New York City.

Sheila DixonMayor, Baltimore City

Sheila Dixon, Baltimore City MayorMayor Sheila Dixon became the 48th Mayor of Baltimore on January 17, 2007, the first woman ever to hold this position. Mayor Dixon was elected to the Baltimore City Council in 1987 and became the first African-American woman elected City Council President in 1999. A graduate of the Baltimore City public school system, Mayor Dixon holds a bachelor's degree from Towson University and a master's degree from Johns Hopkins University. She is a former elementary school teacher and adult education instructor with the Head Start program. She serves on numerous boards, and is an active member and former trustee of Bethel A.M.E. James T. Smith Jr.
Baltimore County Executive

James T. Smith Jr., Baltimore County ExecutiveJim Smith was elected Baltimore County Executive in 2002, after being appointed in 1985 as Associate Judge on the Circuit Court for Baltimore County, and subsequently elected in 1986.  During the preceding 17 years as an attorney with the law firm of Smith, Johns & Smith, he served as Deputy Public Defender for Baltimore County,  and was elected to two four-year terms on the Baltimore County Council (1978 and 1982), and was twice elected as Chair of the County Council (1982 and 1985). Dean L. MinnichCarroll County Board of Commissioners

Dean L. Minnich, Carroll County CommissionerDean L. Minnich, is a former newspaper columnist, editor and manager. He was first elected as Carroll County Commissioner in 2002 and is currently in his second term. He has published five books, including two novels and two collections of newspaper columns. Commissioner Minnich served as a photojournalist for the Navy and saw duty in Vietnam. He has a history of community service, including coaching recreation league teams and serving as both a Cub Scout and Boy Scout leader. Mr. Minnich has served on the boards of directors of the Jaycees, YMCA, Junction (past president), Hospice, Lions Club, American Field Service (student cultural exchange) and others. He was a member of the board and then president of the Chamber of Commerce. More on Carroll County web site>>>

David R. CraigHarford County Executive

David R. Craig, Harford County ExecutiveDavid R. Craig became Harford County Executive in July, 2005, when he was chosen by the Harford County Council to succeed James M. Harkins who had resigned to take a position with state government. Mr. Craig served the city of Havre de Grace as both a City Council member and as Mayor. He also represented the County's 34th District in the Maryland House of Delegates and later the Maryland Senate. He serves on the Advisory Committee on Transportation Goals, Benchmarks and Indicators, and has served on numerous other state boards and commissions. More on Harford County web site>>>
