Russell Dickerson, a professor at the University of Maryland Department of Atmospheric and Oceanic Science, will present a study, funded by MDE, on the impact of upstream urbanization on urban heat island effects, the local climate, and atmospheric pollution levels.

5. Transportation Planning Update (20 Minutes)

• Conformity Determination of FY 2011-2014 TIP and 2007 Plan: ICG will approve the draft letter to federal agencies outlining the conformity process for use with the 2011-2014 Transportation Improvement Program and 2007 Plan.
• Vision Planning "Environment" Topic Paper: ICG will discuss development of the "environment" vision planning topic paper.

6. Air Quality Planning Update (15 Minutes)
