1. APPROVAL OF NOVEMBER 3, 2009 TC MINUTES

2. REPORT ON NOVEMBER 24, 2009 MEETING OF THE BALTIMORE REGIONAL TRANSPORTATION BOARD

3. RECOMMENDATION FOR APPROVAL OF RESOLUTION #10-11

The TC will be asked to recommend approval of Resolution #10-11 in support of MTA amendments to the 2010-2013 TIP.

4. RECOMMENDATION FOR APPROVAL OF RESOLUTION #10-12

A Citizens Advisory Committee representative will brief the TC on proposed changes to the CAC Bylaws and then request a recommendation for approval of Resolution #10-12.

5. RECOMMENDATION FOR APPROVAL OF RESOLUTION #10-13

BMC staff will advise the TC on an amendment to the UPWP in the amount of $359,000 and request recommendation for approval of Resolution #10-13.

6. PRESENTATIONS BY LOCAL/STATE COMMITTEE MEMBERS

The Maryland Department of Transportation will provide a status report on the analysis to date of the Transportation Land Use (TLUs) strategies identified by the Maryland Commission on Climate Change.

7. REVIEW OF REGIONAL EMERGENCY RIDE HOME PROGRAMS

BMC staff will present information on emergency ride home programs operating in other regions. Members will begin a discussion on a recommendation to the BRTB on a possible regional option.

8. PROGRESS REPORT ON FY 2010 UPWP PROJECTS

BMC staff will present information on UPWP projects, including:

  •  American Community Survey
  •  Model Validation – 2008 Traffic Count Trends
  •  Vision – Transportation Topic Paper

9. OTHER BUSINESS

10. CLOSED SESSION

BMC staff will request TC approval of a Request for Proposals.

Weather AlertIn the event that Baltimore County schools are closed system-wide, all meetings (AM and PM) of the Baltimore Regional Transportation Board and its subcommittees will be cancelled for that day.  If the school system closes during the day, any meetings scheduled for the remainder of the day or evening are cancelled.  Delays in the opening of the school system do not impact any committee or their scheduled time.
