Larry Klimovitz Appointed Executive Director of BMC
BALTIMORE (MARCH 31, 2005) – Baltimore County Executive James T. Smith Jr., Chair, and the Board members of the Baltimore Metropolitan Council (BMC) are pleased to announce that Mr. Larry W. Klimovitz has been appointed the organization’s Executive Director.
Mr. Klimovitz brings more than 30 years of technical and managerial experience in state and local government to BMC. His background includes 16 years with the Maryland Departments of Budget and Fiscal Planning, and State Planning, as well as eight years as Director of Administration for Harford County Government. In the latter post, he was a member of the management team which created BMC in 1992 and subsequently oversaw its operations.
In 2001, Mr. Klimovitz was appointed Director of Finance and Human Resources at BMC, and has served as Acting Executive Director. He oversaw a reorganization which placed BMC on sound financial footing, and implemented procedures which have produced consistently clean audits.
A native of Baltimore, Mr. Klimovitz earned an M.B.A. with emphasis on finance at the University of Baltimore. He is a member of the Maryland Public Finance Officer’s Association and the Government Finance Officer’s Association. He resides in Harford County.
“BMC is extremely fortunate to have someone with Mr. Klimovitz’s institutional knowledge and management skills,” Smith said in making the announcement. “His understanding of state and local government and his knowledge of and commitment to the Baltimore region will be a great asset to the organization.”

The Baltimore Metropolitan Council was founded as a private nonprofit organization in 1992 as the successor to the Regional Planning Council, a state agency. BMC is the organization of the region’s elected executives, who are committed to identifying regional interests and developing collaborative strategies, plans and programs which will improve the quality of life and economic vitality through out the region. The Board of Directors consists of the Mayor of Baltimore City; the Executives of Anne Arundel, Baltimore, Harford and Howard counties; and the president of the Carroll County Board of Commissioners. BMC also provides technical and staff support to the Baltimore Regional Transportation Board (BRTB), the federally-recognized Metropolitan Planning Organization (MPO) for transportation in the Baltimore region.
