BMC Thanks Harford County Executive Harkins for Seven Years of Service
BALTIMORE (May 25, 2005) --Upon learning of Harford County Executive James M. Harkins’ appointment as Director of the Maryland Environmental Service, Baltimore County Executive James T. Smith, Jr., current Chair of the Baltimore Metropolitan Council (BMC) Board, thanked Harkins on behalf of all Board members for his service.
“Jim Harkins has been an outstanding county executive, and I’ve enjoyed working with him over the past two years,” stated Smith. “His collaborative approach on the BMC was very productive in addressing regional issues, and he will be a real asset to state government.”
Harkins has served on the BMC Board since he was elected County Executive in 1998. He chaired BMC from January 2001 to January 2002. During that time, BMC received a Byrne Grant from the Governor’s Office of Crime Control and Prevention to provide computers, software and training to small law enforcement agencies for crime mapping and analysis. “As a 25-year veteran of the Harford County Sheriff’s Office, I’m proud that BMC was able to share its expertise in crime-mapping technology with some of the smaller police departments in Maryland,” Executive Harkins said.
BMC is the organization of the elected executives of Baltimore City and Anne Arundel, Baltimore, Carroll, Harford and Howard counties. The executives are committed to identifying regional interests and developing collaborative strategies, plans and programs which will improve the quality of life and economic vitality throughout the region. BMC was chartered in 1992 as the successor organization to the Regional Planning Council and Baltimore Regional Council of Governments.
Members of the BMC Board also serve on the Baltimore Regional Transportation Board (BRTB), the federally recognized Metropolitan Planning Organization for transportation in the Baltimore region, along with the Mayor of Annapolis and representatives of the Maryland Departments of Transportation, the Environment and Planning. BMC provides technical and staff support to the BRTB, and is also engaged in economic and demographic research, computer mapping applications, air and water quality programs, cooperative purchasing, emergency preparedness and rideshare coordination.
