Senior Transportation Engineer/Modeler
Senior Transportation Planner-Policy



The Baltimore Metropolitan Council (BMC), the regional planning organization for the Baltimore area, is seeking a senior transportation engineer/modeler to perform a variety of professional duties related to travel demand model forecasting, analysis and policy development.

Typical functions/duties include:

  • being responsible for independent project management including work plan, progress and project reports;
  • coordinating with internal and external staff to maintain technical consistency, reliability and validity in the regional travel forecasting process;
  • managing projects related to the development of highway and transit forecasts for regional and corridor analysis;
  • performing the model runs and interpreting the analysis of model output for various applications serving the MPO’s needs;
  • providing technical oversight while working with team members in updating the travel demand modeling process;
  • developing appropriate economic methodologies and tools to maintain and advance the state-of-the-practice in travel forecasting;
  • preparing and presenting results in both written and electronic formats, and interfacing with consultants on a variety of model development and data collection tasks.
Duties could also include:

  • Managing projects to advance regional transportation planning initiatives;
  • Conducting research and producing reports on transportation and planning issues; and,
  • Assessing significant regional developments, new technologies and external policy trends likely to affect supply and demand for regional transportation services.
Candidates must possess strong analytical skills as well as good organizational, oral and written communication skills, especially the ability to convey technical information clearly and concisely to a variety of audiences. Strong self-motivation and the ability to work in a multi-disciplinary team environment are also necessary.

Practical experience applying travel-forecasting software is required. BMC uses TP+ / Viper / CUBE travel forecasting software. Experience using Arc GIS and other computer-based analytical tools is desirable.

At a minimum, a Bachelor’s Degree is required in Transportation, Planning or a related curriculum, plus five years of responsible experience. A Master’s Degree may be substituted for one year of experience. Salary is commensurate with qualifications and experience. The BMC is an EOE/M/F/H.

  • developing components of multi-modal transportation long-range plan and companion elements;
  • conducting performance measures and various types of highway and transit evaluations;
  • being responsible for guiding complex tasks from initial design and work scope development through completion / implementation;
  • assisting in developing policy recommendations in concert with federal, state and local agencies;
  • working with committees to develop consensus on various issues; and
  • documenting and communicating with public and government officials.
Candidates must possess strong communication skills as well as good organizational, oral and written skills, especially the ability to convey information clearly and concisely to a variety of audiences.
