Howard County Amendment to 2008-2012 TIP

Howard County proposed amending the Fiscal Year 2008-2012 Baltimore Region Transportation Improvement Program (TIP) by making modifications to the Central Maryland Transit Operations & Maintenance Facility (CMTOMF) project, currently included in the TIP. 

The amendment shifted funding from the Project Planning phase to the Right-of-Way or property acquisition phase. The funding amounts (approximately $3.6 million) for these categories would not change, only the phase.

In addition, Howard County proposed an additional $1.6 million in funding for construction associated with this project.

What is the Central MD Transit Operations & Maintenance Facility? The Central Maryland Transit Operations & Maintenance Facility is slated to be a comprehensive/modern transit operations and maintenance facility that will enable the County, Connect-A-Ride and Anne Arundel County to gain operational efficiencies and cost savings.

The facility will support Howard County's fixed-route and paratransit services including such functions as dispatch, vehicle maintenance and storage, revenue collection and handling, and administrative office space. In addition, the facility will enable the development of state-of-the-art service monitoring and revenue handling equipment. The facility will also allow transit service to Fort Meade.

Public Review and Comment
A public review period was held from Friday, March 27 through Wednesday, April 29, 2009.

During this time, Howard County hosted a public meeting in conjunction with the County’s Public Transportation Board meeting on Tuesday, April 28, 2009 at 7 pm, to discuss the project and accept public comments. This meeting was held at the Howard County Government Offices (8930 Stanford Boulevard, Tyson 2 Room, Columbia, MD 21045).

No public comments on this TIP amendment were received by the BRTB during this public comment period.

The amendment was approved by the Baltimore Regional Transportation Board at its meeting on May 26, 2009, via Resolution 09-23 (pdf).
