Goal for Disadvantaged Business Enterprise (DBE) Program

On April 27, 2010 the Baltimore Regional Transportation Board adopted Resolution #10-22, a Disadvantaged Business Enterprise policy, as the process when using federal funds to implement certain transportation activities in the Unified Planning Work Program. Per BRTB Resolution #10-22, the Board is to set an overall DBE participation goal for each fiscal year.

On June 22, 2010, The BRTB adopted for fiscal year 2011 a goal of twenty four point five percent (24.5%) Disadvantaged Business Enterprise participation through a combined methodology described in 40 CFR 26.45 (c)(5-6). Specifically, the BRTB used the average of the goals of two Maryland recipients of US Department of Transportation funds located in the same or a substantially similar market as the BRTB.

The two recipients the BRTB chose to use in calculating its goal are the Maryland Transit Administration and the State Highway Administration.

The MTA has an overall FY 2010 Minority Business Enterprise/Women’s Business Enterprise goal of twenty percent (20%) participation and the SHA has an overall FY 2010 goal of twenty four point three percent (24.3%). The average of these two goals is twenty four point sixty five percent (24.65%), which the Board has rounded to a goal of twenty four point five percent (24.5%) Disadvantaged Business Enterprise participation.
